V. School Board Recognition
Description:
On Tuesday evening we will be recognizing the entire board for their recent School Board Governance Recognition award by the Illinois Association of School Boards. This award recognizes the entire board for their dedication and commitment to the Lockport SD91 family and community.

VI. Student Recognition
Description:
We will be recognizing the KG students of the month, Junior Beta Club members, and MG second-grade student representatives.

VII. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. However, any member of the Board of Education may request that an item be withdrawn from the Consent Agenda and discussed in its regular order. |

Description:
We have received a request for information under the Freedom of Information Act. The request was asking for our current health insurance premiums and our district insurance coverage details/premiums. See attached for the request, response, and supporting documents.

Description:
Attached is the suspension report for Kelvin Grove for the month of October 2023. There were no suspensions at Milne Grove for the month of October 2023.

Description:

VIII.B. Review 2023 Resolutions Committee Report
Description:
On Tuesday evening, the board members will be asked to provide Mrs. Rodriguez feedback on each of the proposed resolutions to be discussed this year at the Delegate Assembly. I have attached another copy of the IASB Report to the Membership - 2023 Resolutions Committee Report for your convenience.

VIII.C. Triple I Conference Planning
Description:
On Tuesday evening, the board members that will be attending the Triple I conference will receive their information about the event. In addition, a brief conversation will be held to discuss the conference sessions members are planning to attend so the board can gather as much information as possible to bring back to the whole board.

IX. Reports of the Superintendent

IX.A. 2023 School Report Card Data & ISBE Designation
Description:
Attached you will find the summative designation letter the district received from Illinois State Board of Education that will be included on our school report card. On Tuesday evening, Dr. Wilkey will provide an update on the Illinois Assessment of Readiness results for the district this past spring of 2023.

IX.B. FY24 School Maintenance Grant
Description:
During the FY23 fiscal year, District 91 was able to attain the School Maintenance Grant through the state of IL to install key fobs on all exterior doors, KG gymnasium doors, hallways, and select office doors. We have an opportunity to apply for the same matching grant for FY24 and would like to utilize the funding to assist the district in adding electronic key fobs to all interior classroom doors to comply with our goal of safety/security for our students and staff. In order to submit the grant, we would like to confirm a commitment from the D91 Board of education to utilize the FY24 budgeted funds in the amount of approximately $75,000 so we can receive the matching grant max of $50,000 from the state to complete the project this year. On Tuesday evening, we will ask for board input on this proposal for the use of funds. |

X.C. Accept Donations
Description:
RECOMMENDATION Accept the donations that were made to District 91 since the October board meeting. BACKGROUND There were two donations by different donors to help benefit various extra-curricular opportunities for our students. The first was a donation to help supplement the sound system in the Feneli gym for use during our drama performances. The second was a donation made to the Parent Athletic Association for $50 from Al and Theresa Lindstrom for use with the youth athletic program. Please see detailed information on the first donation in the attachment provided for the board. |
X.D. Closed Meeting Records to Review and Destruction
Description:
RECOMMENDATION
Closed session minutes noted in the table provided as "open" are no longer considered to be confidential and can be opened. Closed session minutes as noted with "closed" should remain closed as they contain information still considered to be confidential. To destroy existing taped closed session minutes through February 8, 2022. The required 18-month period for saving taped minutes has expired, allowing us to destroy these tapes. We are required by law to review the Closed Session minutes every six months to determine if they still need to remain closed. We are also required to tape closed session meetings and save such tapes for a period of 18 months. I will provide copies of the closed session minutes (marked confidential) for you to review during the scheduled closed session. It is my recommendation that the Board of Education open the closed session minutes that are marked with "open" in the table as information is no longer considered to be confidential. Closed session minutes labeled "closed" in the table should remain closed as they contain information still considered to be confidential. In addition, it is recommended that the board approve the destruction of taped closed session minutes through February 8, 2022. The required 18-month period for saving taped minutes has expired allowing us to destroy these tapes.

X.E. Intergovernmental Cooperation Agreement for Mutual Assistance in Response to Crises in the Public Schools of LTHS Associated School Districts
Description:
RECOMMENDATIONTo approve the Intergovernmental Cooperation Agreement for Mutual Assistance in Response to Crises in the Public Schools of LTHS Associated School Districts as presented.BACKGROUNDIn the event of a catastrophic event at any of the school districts named in the IGA, the agreement would give the schools the ability to provide mutual assistance for the district in need as a response to a crisis in the public schools. We are a small district and in the event of a critical incident, we may not have the man power to respond to the crisis in a manner that would be efficient. By entering this agreement, we are looking to partner with the other local districts named in the IGA to provide assistance in the response following the incident. This agreement has been in development for the past nine months and all boards listed on page five have or will be voting on the agreement this month. |
