OPEN MEETING RULE (Texas Government code 551.001 et seq.) “Any action taken by a governmental body at a meeting on a subject which was not stated on the agenda in the notice posted for such meeting can be made void. The requirement for notice prescribed by this section does not apply to matters about which specific factual information or a recitation of existing policy is furnished in response to an inquiry made at such meeting, whether such inquiry is made by a member of the general public or by a member of the governmental body.
