Pursuant to Texas Government Code Sections  §551.071, to consult with District's attorney, in person or by phone, on a matter which the duty of the attorney to the District under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with Chapter 551 of the Texas Local Government Code. 
Pursuant to Texas Government Code Sections  §551.074 for the purpose of considering the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer, employee, or to hear complaints or charges against a public officer or employee.
