Staff Breakfast has to be $.38 hirer than a student's cost therefore we will need to raise it by $.04 to $2.38.

G.2. Defeasance Resolution
Description:
The defeasance resolution is attached which will be used to pay off the debt of the bonds and a portion of the debt to the Bank of ND.  Although the US Bank bonds do not come to call until August 2028, the board can choose to put $4.25 million into an escrow account.  Payments will be made and debt will be paid in full in 2028 out of the escrow account.  APS' current debt with US Bank is $4,785,000. Therefore, the escrow account will save the district money.  At the commissioners' meeting, I reported to the commissioners that the Bankhead Jones debt funds granted would be to pay off $5.4 million of debt.  The remaining $1.15 million can be utilized to pay down the principal balance of $5,674,695.07 with the Bank of ND.  Once completed, the district will be in debt of $4,524,695.07.    Information concerning our debt limit with and without a bond referendum is attached.  It is an email from Anne Woullet our financial advisor with PFM.

G.3. 2023.2024 Certificate of Levy
Description:
Our new taxable valuation is $37,012,277.00 which means that each mill is worth $37,012.  I have updated the mill calculations on the 23.24 budget.  The board will need to set mills for the 23.24 school year with the new taxable valuation.  This is a preliminary value. Therefore, we will have until October 10 to make any changes, however our proprietors' tax statements are based off the mills set at the August meeting.

H.1. McKenzie County Sheriff Department SRO MOU
Description:
There is another price increase this year due to the cost of living increasing.  There is also an additional cost for SRO professional development which will be split five ways with the other schools and the sheriff's office. The increase is $2,275 plus the cost share for PD which is unknown at this time.

H.2. Westmore Industries
Description:
Westmore Industries' quote is for an updated fueling system down at the firehall.  Right now, it is based on the honor system with the fire department but does not track individual use.  Fuel Cloud will provide a pin to every school personnel that uses it as well as the individual firefighters.  The use will be in an easy report for Jami to divide up the costs.  The quote does not include the cost of an electrician.  I have sent the information to an electrician and requested a quote.

H.3. Open Enrollment
Description:
This is the daughter of Bonnie Wood, our new 5th grade teacher.  She is a resident of Yellowstone County (East Fairveiw) which is a K-8 school. Therefore, all of their students are open-enrolled students in a high school district (9-12).

Also attached is the open enrollment form for the Wittmaiers, we did not know their new address until school registration.  Their daughter is in Kindergarten.  Mr. and Mrs. Wittmaier are two of our new teachers.
