Agenda Item Type: |

Description:
As the entity legally charged with governing a school district, each school board is responsible to its community for governing efficiently and leading effectively to provide for equitable education, resulting in high student achievement. Effective school boards engage in a continuing process of self-assessment and use the results to identify opportunities for improvement. Using the MSBA five standards of school board leadership (conduct & ethics, vision, structure, accountability, advocacy & communication), an evaluation tool was developed for the St. Anthony-New Brighton school board to identify effectiveness and opportunities for improvement. The school board evaluation tool will be shared with board members, with discussion of results at the August 19th board meeting.

4.7. Legislative Update: first discussion about legislative platform and MSBA resolutions
Speaker(s): |
Laura Oksnevad - Legislative Liaison
Agenda Item Type: |
Non-Action Item
Description:
Each year, the school board develops a legislative platform that guides their advocacy with legislators and at the Capitol. Attached is the 2025 Legislative Platform for review. We did accomplish one of our items last year: Eliminate state statute requiring three day notice for remote school board meeting access. The board will have the opportunity to share ideas for the 2026 Legislative Platform.
In addition, the board will discuss legislative resolution ideas for the MSBA Delegate Assembly. Last year our resolution "Allow school boards to publish school board meeting minutes on the official district website to reduce expenses" was passed by the delegate assembly. Here is more information from MSBA: MSBA is accepting legislative resolutions from member school boards now through September 24. Your resolutions are the first step to developing MSBA’s official positions on important educational issues. Each resolution is researched and voted on by Delegates of the membership at the Delegate Assembly. Once adopted, these positions guide the MSBA Government Relations team as they represent you at the Legislature. Resolutions should cover any education topic of significant statewide concern and address desired legislative outcomes. Resolutions are not legislation. Note: All resolutions must be approved and submitted by your school board and must include the date of approval. Submissions from individual school board members will not be accepted. |
