9.1. Resolution in Support of 916 Center for Intensive Educator Preparation

Description:

WHEREAS, the School Board of Northeast Metro Intermediate School District 916 is committed to making policy and financial decisions that enable the school district to provide quality educational programs and services to the students served by the district; and

WHEREAS, the 2023 Biennial Report; Supply & Demand of Teachers in Minnesota from the Professional Educator Licensing and Standards Board (PELSB) identify the ongoing statewide struggle to retain current educators and recruit new individuals to the profession, and the Shortage Areas: Licensure PELSB Report, updated June 2022, includes both Autism Spectrum Disorders and Emotional Behavior Disorders licenses as shortage areas; and

WHEREAS, Minnesota Statutes 122A.09 and Minnesota Rules 8710.5050 Subpart 1 state that a teacher with the Academic and Behavior Strategist license is not prepared to serve needs beyond those that are moderate; and as a school district providing intensive special education programming and support in specialized federal setting four instructional settings, special education teachers who have obtained only the Academic and Behavior Strategist license are not eligible to work in our federal setting four programs; and 

WHEREAS, the Minnesota Teacher Workforce report identifies special education as an area of need, and the decreased enrollment in Minnesota Teacher Preparation programs for candidates seeking a special education full licensure area such as Autism Spectrum Disorder or Emotional Behavior Disorder has greatly impacted school districts across Minnesota in their ability to recruit and hire qualified candidates to teach in our programs; and

WHEREAS, Northeast Metro Intermediate School District 916 is committed to the ongoing pursuit of methods to hire and retain qualified special education teachers; WHEREAS, Northeast Metro Intermediate School District 916 is committed to developing educators who will dedicate time to engage in self-reflection, personal growth and actively further the 916 vision of educational justice, 

THEREFORE BE IT RESOLVED that the School Board of Northeast Metro Intermediate School District 916 fully supports creating and implementing the 916 Center for Intensive Educator Preparation as an Alternative Licensure Program, as it aligns with the district’s mission and vision.

9.2. Approval of Contract between Dr. Christine Peper and Northeast Metro 916

Description:

Northeast Metro 916 has been contracting with Dr. Christine Peper to develop the unit and program requirements for an Alternative Licensure Program, now titled the 916 Center for Intensive Educator Preparation (CIEP). This contract is being funded by the Innovation Grant. 
 
Recommended Motion(s):
  1. The Superintendent recommends the School Board approve the contract between Northeast Metro 916 and Dr. Christine Peper in the amount of $101,000 between 12/22/22 and 6/30/23.

9.3. Resolution Reinstating Reduced Educational Positions Descriptions

WHEREAS, the School Board of Northeast Metro 916 Intermediate School District adopted a resolution on April 5, 2023, reducing the following position; 

WHEREAS, enrollments in the program have increased to a level that warrants reinstating the reduced position, 

BE IT RESOLVED, by the School Board of Northeast Metro 916 Intermediate School District, as follows: That the following position, or portions thereof, be reinstated:

9.4. Resolution Relating to the Termination and Nonrenewal of the Teaching Contract of Probationary Teachers

WHEREAS, __________ is a probationary teacher in Northeast Metropolitan Intermediate School District No. 916,

BE IT RESOLVED, by the School Board of Northeast Metropolitan Intermediate School District No. 916, that pursuant to M.S. 122A.40, that the teaching contract of __________, a probationary teacher in Northeast Metropolitan Intermediate School District No. 916, is hereby terminated at the end of the working day on June 30, 2023.

BE IT FURTHER RESOLVED that written notice be sent to said teacher regarding termination and non-renewal of his/her contract as provided by law, and that said notice shall be in substantially the attached form.

  1. The Superintendent recommends the School Board approve terminating the contracts of the probationary teachers named in the attached document.

9.5. Adoption of 916 School Board Goals

The Board Goals Committee drafted and presented proposed goals at the April 5 School Board Meeting. After an opportunity for comment, the Board Goals Committee is proposing the attached goals.
