Donna Abel, Education Assistant Specialist, has provided the school district with 14 years of service. Her retirement date is March 10, 2023.
Steven Johnson, Teacher, BVI, has provided the school district with 10 years of service. His retirement date is June 9, 2023.

9.2. Approval to Amend 2022-23 School Year Calendar

Northeast Metro 916 has called five snow days this year, exceeding the two snow days outlined in our emergency closing procedure. As a result, in addition to the May 15 make-up day already approved by the Board, the district will be extending the school year to include June 9 and June 12 as student contact days.

  1. The Superintendent recommends that the School Board approve the amended 2022-2023 school year calendar to extend the school year through June 12, 2023.

9.3. Resolutions Recognizing Years of Service

WHEREAS, the School Board is grateful for the high level of service provided by School District employees, and

WHEREAS, a sizable number of persons have continued their service to the District for a minimum of ten, fifteen, twenty, twenty five, or thirty years, and

WHEREAS, the School District has benefited significantly from the skill, interest, and loyalty of such employees;

BE IT THEREFORE RESOLVED that the School Board of Northeast Metropolitan Intermediate School District 916 extend its sincerest gratitude for ten, fifteen, twenty, twenty-five or thirty years of continuous service to the District.

That the attached programs and positions, or portions thereof, be discontinued effective at the end of the 2022-2023 school year.

9.5. Resolution Proposing Placement on Unrequested Leave of Absence

BE IT RESOLVED by the School Board of Intermediate School District No. 916, as follows:

1. That it is proposed that Molly Arnason, an Elementary Education Teacher of said school district, be placed on 0.4 FTE unrequested leave of absence without pay or fringe benefits, effective at the end of the 2022-23 school year on June 30, 2023, pursuant to M.S. 122A.40, subdivision 10.

1. That it is proposed that Darla Samuelson, a licensed School Counselor of said school district, be placed on 0.2 FTE unrequested leave of absence without pay or fringe benefits, effective at the end of the 2022-23 school year on June 30, 2023, pursuant to M.S. 122A.40, subdivision 10.

1. That it is proposed that Kimbrely Elsing, a Deaf and Hard of Hearing Teacher of said school district, be placed on 1.0 FTE unrequested leave of absence without pay or fringe benefits, effective at the end of the 2022-23 school year on June 30, 2023, pursuant to M.S. 122A.40, subdivision 10.

1. That it is proposed that Haley Slater-Florek, a Deaf and Hard of Hearing Teacher of said school district, be placed on 1.0 FTE unrequested leave of absence without pay or fringe benefits, effective at the end of the 2022-23 school year on June 30, 2023, pursuant to M.S. 122A.40, subdivision 10.

1. That it is proposed that Julie Wiersma, a Deaf and Hard of Hearing Teacher of said school district, be placed on 1.0 FTE unrequested leave of absence without pay or fringe benefits, effective at the end of the 2022-23 school year on June 30, 2023, pursuant to M.S. 122A.40, subdivision 10.

2. That written notice be sent to said teachers regarding the proposed placement on unrequested leave of absence without pay or fringe benefits as provided by law and be in substantially the same language as noted in the attached form.


3. That each and all of the foregoing grounds of said notice are within the grounds for unrequested leave placement as set forth in M.S. 122A.40, subdivision 10 and are hereby adopted as fully as though separately set forth and resolved herein.

9.6. Approval of the 2023-2024 School Calendar

The first draft of the 2023-24 school calendar was presented at the March 1 School Board meeting for the following programs and/or employees: 
Licensed Staff, Education Assistants, Education Assistant Specialists, and Students at: 
916 Mahtomedi Academy, Aris, Auditory-Oral Program, Bellaire Education Center, Career and Tech, East View Academy, Karner Blue Education Center, Metro Heights Academy, Pankalo Education Center, Project Return, Quora Secondary School, South Campus, WELS-North, and Willows. 

There have been no changes made to the calendar since the School Board's last review.

9.7. Resolution Approving Long Term Facility Maintenance Program Budget and Authorizing the Inclusion of Those Projects in the District’s Application for Long Term Facility Maintenance Program Revenue

BE IT RESOLVED by the School Board of Northeast Metropolitan Intermediate School District No. 916, State of Minnesota as follows:

1. The school board of Northeast Metropolitan Intermediate School District No. 916 hereby approves a long-term facility maintenance program budget for its facilities for the 2024-2025 school year (pay 2024 levy) in the amount of $431,950. The various components of this program budget are attached hereto and are incorporated herein by reference. Administration is directed to apply to the Commissioner of the Department of Education for approval.

2. Minnesota Statutes, Section 123B.595, Subdivision 3, as amended, provides that if an intermediate school district's long-term facility maintenance budget is approved by the school boards of each of the intermediate school district's member school districts, each member district may include its proportionate share of the costs of the intermediate school district program in its long-term facility maintenance revenue application.

3. It is proposed that the proportionate share of the costs of the intermediate school district's long term facility maintenance program for each member school district to be included in its application shall be determined by utilizing a blended rate where 25% of the rate is determined by multiplying the total cost of the intermediate school district long term facility maintenance program times the ratio of the member school district’s net tax capacity to the total net tax capacity of the intermediate school district and 75% of the rate is determined by multiplying the total cost of the intermediate school district long term facility maintenance program times the ratio of ADM utilization by district to the total ADM utilization. The long-term facility maintenance costs shall be funded through an annual levy rather than issuing bonds.

4. Upon receipt of the proportionate share of long-term facility maintenance program revenue attributable to the intermediate school district program, a district shall promptly pay to the intermediate school district the applicable aid or levy proceeds.

9.8. Approval of RoadRunner Recycling Proposal

Description:

Northeast Metro 916 utilizes contractor services for the collection and removal of waste and recycling at our facilities. The included proposal would provide an estimated 16% savings to the District while maintaining waste and recycling services at Quora Education Center, Pankalo Education Center and Karner Blue Education Center.

  1. The Superintendent recommends that the School Board approve the contract with RoadRunner Recycling to provide recycling and waste services.

9.9. Acceptance of Workers’ Compensation Insurance Proposal

Description:

United Heartland currently provides the district’s worker’s compensation insurance. This year our experience mod factor for worker’s compensation increased from 1.81 to 2.25. This experience mod factor takes into consideration the 2019-2020, 2020-2021 and 2021-2022 school years. As a result of this rating, our total premium will go from $656,253 to $865,586 representing a 32% increase.

  1. The Superintendent recommends that the School Board renew our worker's compensation insurance with United Heartland for a premium of $865,586 for the period of May 1, 2023 through April 30, 2024.

9.10. Insurance Renewal: Property and Liability Insurance

The insurance renewal represents an increase in total premium from $193,606 to $225,654 with The Hanover Insurance Group. The increase is primarily from property insurance and is attributed to past claims and overall market trends.

  1. The Superintendent recommends that the School Board approve the insurance renewal with The Hanover Insurance Group for a premium of $225,654 for the period of May 1, 2023 through April 30, 2024.

9.11. Insurance Renewal: Cyber Liability Insurance

The insurance renewal represents an increase in total premium from $48,997 to $54,758 with Crum & Forster Specialty Insurance Company.  The increase is consistent with an overall market trend in cyber insurance premiums.
