Rationale:

Members of the Killingly community are encouraged to share their thoughts with the Board of Education and are invited to do so during this segment of the meeting. When appropriate to do so, members of the Board and the administration may respond to comments. However, in consideration of those in attendance and in an effort to proceed in a timely manner, follow-up discussion may need to take place outside of the meeting setting.

5. Alliance Districts' School Buildings Grant Application

Rationale:

We received a grant application from Commissioner Melody A. Currey from The Department of Administrative Services and she wrote that "With the signing of Public Act 15-1 of the June 2015 Special Session, Governor Malloy has committed $50 million in fiscal years 2016 and 2017 to help maintain or repair school buildings in Alliance Districts.  Specifically, the Governor revived and amended a grant program that had not been funded since 2002 to help districts that are not able to keep up with the ongoing demands of maintaining and updating their facilities.  The intent of this program is to fund projects that would not otherwise qualify as school construction grant projects under chapter 173 of the Connecticut General Statutes.  Eligible projects, for example, will include replacements and upgrades."

Projects have been selected for the first round application which is due on October 30, 2015.   We will continue to identify and quantify additional projects that can be submitted prior to either the January 29, 2016 deadline or the March 31, 2016 deadline.  According to the guidelines in the grant application, Killingly Public Schools is eligible for up to $1,225,000 in projects.  It should also be noted here that the funding is contingent upon approval of the bond commission.

A list of the proposed projects was given to the board as part of the previous board meeting and staff will be present at this meeting to discuss each project as proposed.

6. FY 2015-16 Update

Rationale:
The Superintendent will inform the Board of Education on the current status of the 2015-16 Budget as well as discuss several business office items of importance to include: status of the KMS Project Closure process with the State of CT, the status of the ED049 Capital Improvement Projects for Roofs and Windows at various schools, the impact on the budget from recent decisions and personnel changes, and information on the use of Title I funds from USDOE.

7. Board of Education Annual Calendar Year Meeting Dates
Rationale:

If there are no objections, the following dates  are Killingly Board of Education meetings for the 2016 calendar year. All meetings are anticipated to take place at the Killingly Town Hall, 172 Main St., Killingly, CT 06239 and will commence at 7:00 p.m. January through June 2016  dates have already received consent from the Board at last years' meeting.

8. Guidance for Delegate to CABE's Legislative Assembly
Rationale:

Prior to the Delegate Assembly, all members of CABE boards will receive a copy of proposed NEW resolutions (including those submitted by member boards which the Government Relations Committee does not recommend for adoption), existing resolutions to which modifications are proposed, and resolutions recommended for deletion. A full list of all existing resolutions is  attached.  Copies of all existing resolutions are available by contacting the CABE office.  All delegates once registered, will be mailed a copy of all existing resolutions. 

Resolutions will be discussed so you can give guidance to delegate, Richard Murray and alternate delegate, John Burns so that they may best represent the views of the board.
