Rationale:

Members of the Killingly community are encouraged to share their thoughts with the Board of Education and are invited to do so during this segment of the meeting. When appropriate to do so, members of the Board and the administration may respond to comments. However, in consideration of those in attendance and in an effort to proceed in a timely manner, follow-up discussion may need to take place outside of the meeting setting.

5.B. The Friends of Learning in Killingly (FOLK)
Rationale:
Friends of Learning in Killingly is an organization that has been in existence for a number of years. Graduates from the Killingy High School's Class of 1966 formed a foundation that awards mini-grants to support innovative school-based projects for Killingly, CT children and youth. The annual application process is open to all Killingly teachers. Janice Ahola-Sidaway is present to announce the recipients of this year's awards.

Rationale:
The proposed calendar for the 2015-16 School Year is attached.  ERD days will remain similar to this year as well, on Friday afternoons.   The state has passed a law that all districts must comply with a regional calendar (EASTCONN) by the 15-16 School year.

CABE Update- An issue has arisen with the following language which appears in bylaw #9325:

No oral presentation shall include charges or complaints against any employee of the Board of Education, regardless of whether or not the employee is identified in the presentation by name or by another reference which tends to identify an individual.  All charges or complaints against employees shall be submitted to the Board of Education under provisions of Board of Education policy.

  Such language is considered inappropriate if the board through policy or bylaw language has created a public forum for public comments. In such a case, the board cannot restrict an individual’s comments. If, as stated above, a limited public forum is created by limiting comments to specific topics or to agenda items, such language would be permissible.
