16.A. Finance
16.A.1) upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending December 31, 2015,  as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
16.A.2) to accept the Alexandria Township Board of Education's certification that the Superintendent, Dr. Matthew J. Jennings, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the month ending December 31, 2015, and he recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.
16.A.3) upon the recommendation of the Superintendent of Schools that the Board accept the School Business Administrator/Board Secretary's, David E. Pawlowski, certification as required by N.J.A.C. 6:20-2.13(d), that no line item account has been over expended as of  December 31,  2015, and that as of this date sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.

16.C. Travel and Related Expenses Reimbursement

upon the recommendation of the Superintendent of Schools that the Board approve work-related and related expenses reimbursement for the following staff members that is directly related to and within the scope of their current work responsibilities, promotes the delivery of instruction, and is critical to the instructional needs of the School District or furthers the efficient operation of the School District, and is educationally necessary and fiscally prudent.

Ginger Crawford to attend a workshop on School Law for Administrative Assistants on April 27, 2016, in Monroe Township, NJ.  Estimated travel expenses of $25.76.

MaryBeth McIsaac to attend two Anti-bullying Specialist/Coordinator Certificate Program Workshops in Monroe Township with an estimated travel expense of $30.00 per workshop.  The dates of these workshops is February 16, 2016, and February 25, 2016.

17.A.2) Motion made by __________, seconded by __________, upon the recommendation of the Superintendent of Schools that the Board approve April Ambio as a LDT-C Intern under JoAnn Sei from January 22, 2016 thru the end of May, 2016.  Ms. Ambio is a student in the Learning Disabilities Teacher Consultant Program at Rutgers University.

Yonney to commence on or about April 8, 2016.  Mrs. Yonney will use accumulated sick days up through April 29, 2016.
17.A.4) Motion made by __________, seconded by __________, upon the recommendation of the Superintendent of Schools that the Board approve a leave of absence in accordance with the New Jersey Family Leave Act for Jennifer L. Yonney.  This leave will commence following the childbearing leave and end on August, 31, 2016.  Mrs. Yonney will return to her teaching position on September 1, 2016.

WHEREAS, N.J.A.C.6A:23A-13.3 authorizes procedures, under the authority of the Commissioner of Education, which permit a board of education to transfer funds during the budget year, and

WHEREAS, N.J.A.C.6AC:23A-13.3(d)6 provides that a district board of education may at any time without Commissioner approval appropriate surplus generated from state revenue, such as extraordinary aid, that has been excluded from the excess surplus calculation, in the prior year, and

WHEREAS, the Alexandria Township Board of Education has received $133,825 of Extraordinary Aid FY2015, and

WHEREAS, the Alexandria Township Board of Education has determined that the following transfers are needed to cover unanticipated costs and to increase the efficiency of business office operations.

18. PUBLIC COMMENTS
Description:
The Alexandria Township Board of Education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters.  Thus, the Board shall set aside two, twenty minute periods for public comment each meeting.  In order to permit the fair and orderly expression of such comment, public participation shall be governed by the following rules:

1.  A participant must be recognized by the presiding officer and must preface comments by announcing his/her name, place of resident, and group affiliation, if appropriate.
2.  Each statement made by a participant shall be limited to 3 minutes in duration.
3.  No participant may speak on the same topic until all others who wish to speak on that topic have been heard.
4.  All statements shall be directed to the presiding officer; no participant may address Board members individually.
