If at any time during the course of the meeting covered by this Notice, the Chairperson of the Steering Committee or his or her designee should determine that it is appropriate to designate time to permit Committee members to comment the Chairperson or designee may, at his or her discretion, set aside a time for the Committee to comment.  The Chairperson or designee may establish the scope and time limits regarding these comments.  The Public Comment policies and procedures outlined in the Citizens' Bond Committee manual shall apply.
