V.1) Recognition of Eagle Pass High School student Malinalli Cisneros for attending the Congress of Future Medical Leaders in Boston, Massachusetts and received an Award of Excellence.

VII.1) Consider and take appropriate action on the request to adopt a Resolution 2019/2020-05 to approve the annual review of investment policy and investment strategies in accordance with Board Policy CDA (Legal).
VII.2) Consider and take appropriate action on the request to adopt Resolution 2019/2020-06 to nominate candidates to serve as Board of Directors of the Maverick County Appraisal District. (MCAD).
VII.3) Consideration and approval of a resolution authorizing the issuance, sale and delivery of Eagle Pass Independent School District Maintenance Tax Notes, Series 2019; and approving other matters incident and related thereto.

VIII.1) Consider and take appropriate action on the request to approve the minutes of the September 9, 2019 (Regular) and September 24, 2019 (Workshop) Board Meetings.
VIII.2) Consider and take appropriate action on the request to approve a Memorandum of Understanding between Eagle Pass ISD and South Texas Rural Health Services.
VIII.3) Consider and take appropriate action on the request to approve the Letter of Agreement between Family Service Association and the Eagle Pass Independent School District of the implementation of the Project Towards No Drug Abuse (Project TND). 
VIII.4) Consider and take appropriate action on the request to accept a donation of dictionaries for Eagle Pass ISD's 3rd grade students from Peter Pipers Pizza.
VIII.5) Consider and take appropriate action on the request to accept a monetary donation from the Rotary Club of Eagle Pass.
VIII.6) Consider and take appropriate action on the request to accept a donation of at least eighty (80) coats to underprivileged Eagle Pass ISD elementary school students from Border Federal Credit Union's Professionals United to Leading a Successful Economy (PULSE), organization dedicated to helping his community. 
VIII.7) Consider and take appropriate action on the request to accept a monetary donation of $1,000 from Burlington Coat Factory through the adopt a classroom program.
IX. CLOSED SESSION
IX.1) The Board will discuss the request to hire personnel to fill vacancies pursuant to TGC 551.074.
IX.2) The Board will discuss the request to hire a professional employee to be assigned by the Superintendent as Instructional Officer subject to possible future reassignment by the Superintendent.
IX.3) The Board will consult with its attorney regarding the requirements for random, drug, alcohol and tobacco testing of students. TGC 551.071

V. CITIZENS' COMMUNICATION / RECOGNITIONS
Description:
According to EPISD Board Policy BED (Local) Board Meeting: Public Participation, only those persons (on the list) who request to speak shall be heard. The speaker shall limit remarks to three minutes, unless, this limit is waived by the board. The Board shall allot no more than 20 minutes for the Citizens’ Communication portion of the meeting. Complaints and concerns for which other resolution channels are provided shall be directed through those channels. These complaints include complaints on the following subjects: employee complaints, termination of employment, student complaints, removal to alternative education program, and expulsion. If the Board President determines that a person has not attempted to resolve a matter administratively, the person shall be directed to the appropriate policy for attempted resolution before bringing the matter to the Board. Complaints against specific employees or officers of EPISD shall be heard in Closed Meeting, as authorized by the Texas Government Code Title 5-Section: 551.074 (1) and (2). If your topic concerns complaints against specific employees or officers, please note this on the sign-up sheet. You must make your points on issues in a constructive and courteous fashion pursuant to Robert’s Rules of Order.
