Description:
If an out-of state manufacturer stores goods in a warehouse that he/she does not own, the District can tax those goods.  If we do not pass this measure, the goods will be exempt from taxes similar to the Freeport Exemption that is applied to in-state manufacturers.

Excluded from this law are oil, natural gas, petroleum products, aircraft, dealer's motor vehicle inventory, dealer's vessel and outboard motor inventory, dealer's heavy equipment inventory, or retail manufactured housing inventory.

At present, this new law will probably have a limited impact because most goods are kept in facilities owned by the owners of the goods.
