1) Upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending June 30, 2025, as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending June 30, 2025, and  she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.
3) Upon the recommendation of the Superintendent of Schools that the Board accept the School Business Administrator/Board Secretary's Teresa O'Brien certification as required by N.J.A.C. 6:20-2.13(d), that no line item account has been over expended as of June 30, 2025, and  that as of this date sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.
G.4. Travel and Related Expenses Reimbursement
Upon the recommendation of the Superintendent of Schools that the Board approve work-related and related expenses reimbursement for the following staff members that is directly related to and within the scope of their current work responsibilities, promotes the delivery of instruction, and is critical to the instructional needs of the School District or furthers the efficient operation of the School District, and is educationally necessary and fiscally prudent.

L.1. Increase Bid Threshold
WHEREAS, Teresa O'Brien, School Business Administrator/Board Secretary, possesses a Qualified Purchasing Agent (QPA) certificate;
 
WHEREAS, the State Treasurer, in consultation with the Governor and pursuant to N.J.S.A. 52:34-7 and N.J.S.A. 18A:18A-3 (b), has increased the bid threshold amount for school districts with a Qualified Purchasing Agent, from $44,000 to $53,000, effective July 1, 2025;
 
NOW, THEREFORE BE IT RESOLVED that the Holland Township Board of Education, pursuant to N.J.S.A. 18A:18A-3 (a), establishes and sets the bid threshold amount of $53,000 for the school district, and further authorizes the School Business Administrator/Board Secretary, the Qualified Purchasing Agent, to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount.
 
Furthermore, for contracts in the aggregate that are less than the bid threshold but fifteen (15%) or more of the amount, the School Business Administrator/Board Secretary shall award contracts after soliciting at least two competitive quotations.

The School Business Administrator/Board Secretary, pursuant to N.J.S.A. 18A:18A-37 (c), is authorized to award contracts that are in the aggregate less than fifteen (15%) percent of the bid threshold without soliciting competitive quotations.

Resolved, upon recommendation by the Superintendent, the Holland Township Board of Education, award a contract to Academy Furniture for the purchase of furniture to replace and upgrade the Faculty Room, Principal's Office and CST Conference with pricing through the Ed Data Coop Bid #12288 as follows:

L.7. Approve Michael Inspire LLC Speaker Engagement Agreement
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Michael Inspire LLC Speaker Engagement Agreement for regional presentation in the amount of $4,000 to be split among the Del Val sending districts.
L.8. Affirm Year End Deposit to Reserve Accounts
Motion to affirm the year end deposit to the capital reserve account for fiscal year 2025 in the amount of $750,000.
L.9. Accept FY25 Non-Public Transportation Aid
Resolved that upon recommendation of the Superintendent, the Holland Township Board of Education accepts FY25 Non-Public Transportation Aid in the amount of $2,335 and to appropriate these funds from surplus into the 2025/2026 budget account #11-000-270-503 entitled "Non-Public AIL Payments".
L.10. ESEA Title III Consortium
Resolved, upon recommendation of the Superintendent, the Holland Township Board of Education approves participation in the ESSA Title III Consortium and to approve ESSA Title III Consortium Memorandum of Agreement for fiscal year 2026 whereby Readington Township School District will be the host district and Holland Township will be a participant district. Districts with an allocation less than $10,000 ub Title III must join a consortium to receive the funds.

WHEREAS, Teresa O'Brien, School Business Administrator/Board Secretary, possesses a Qualified Purchasing Agent (QPA) certificate;
 
WHEREAS, the State Treasurer, in consultation with the Governor and pursuant to N.J.S.A. 52:34-7 and N.J.S.A. 18A:18A-3 (b), has increased the bid threshold amount for school districts with a Qualified Purchasing Agent, from $44,000 to $53,000, effective July 1, 2025;
 
NOW, THEREFORE BE IT RESOLVED that the Holland Township Board of Education, pursuant to N.J.S.A. 18A:18A-3 (a), establishes and sets the bid threshold amount of $53,000 for the school district, and further authorizes the School Business Administrator/Board Secretary, the Qualified Purchasing Agent, to award contracts, in full accordance with N.J.S.A. 18A:18A-3 (a), for those purchases that do not exceed in the aggregate of the newly established bid threshold amount.
 
Furthermore, for contracts in the aggregate that are less than the bid threshold but fifteen (15%) or more of the amount, the School Business Administrator/Board Secretary shall award contracts after soliciting at least two competitive quotations.

The School Business Administrator/Board Secretary, pursuant to N.J.S.A. 18A:18A-37 (c), is authorized to award contracts that are in the aggregate less than fifteen (15%) percent of the bid threshold without soliciting competitive quotations.
