Upon the recommendation of the Superintendent of Schools that the Board approve the Bill List dated April 24, 2024 check numbers NO328 thru 13654 in the amount of $1,138,780.75.
G.3. Finance
1) Upon the recommendation of the Superintendent of Schools, the Board approve the transfers for the month ending March 31, 2024 as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending March 31, 2024 and  she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.
3) Upon the recommendation of the Superintendent of Schools that the Board accept the School Business Administrator/Board Secretary's, Teresa O'Brien certification as required by N.J.A.C. 6:20-2.13(d), that no line item account has been over expended as of March 31, 2024 and that as of this date sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year

L.1. Accept Superintendent's Harassment, Intimidation, Bullying Report
RESOLVED that the Holland Township Board of Education accepts the Superintendent's Harassment, Intimidation, Bullying report for March 15, 2024 to April 12, 2024 and affirms the actions of the administration. (5 investigation, 5 found to be HIB). (School Year 2023-2024 17 total investigations, 11 found to be HIB)
L.2. Approve School Bus Emergency Evacuation Drill Statement
RESOLVED that the Holland Township Board of Education accepts the following statement for the School Bus Emergency Evacuation Drill as per 6A:27-11.2;

WHEREAS, on Wednesday, April 17, 2024 the Holland Township School Principal Mrs. Susan Wardell oversaw the school bus emergency evacuation drill for all bus routes. The drill will be held at approximately 2:15 pm for both the elementary school students and the middle school students in the front of the school in the bus unloading area.
L.3. Approve American Heart Association Donation
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education accepts a donation of $500 from the American Heart Association towards US Games Certificate. M.8. Approve PreSchool Teacher
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves the employment, of Ms. Kaitlyn Zoe (DeBosh) Chioffe as PreSchool Teacher for the 2024-2025 school year beginning August 22, 2023. FURTHER RESOLVED, Ms. Chioffe will be placed on Step 5 MA of the 2023-2024 HTEA Salary guide, $63,158 (Subject to salary adjustment upon settlement of HTEA contract)
M.9. Approve ESY Personnel
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves the following personnel to work the Special Education Extended School Year (ESY). The program will be in effect from July 1, 2024 - July 31, 2024; 4 days per week. Teachers and Nurses will work from 8:30 am - 1:00 pm.

RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Employee 1879 request for unpaid FMLA/NJFLA/NJFLIA leave beginning on or about April 12, 2024 not to exceed 12 weeks on an intermittent basis.
M.11. Restore Increment Withholding for Employee Number 21960687
WHEREAS, employee number 21960687 (“Employee 21960687”) is currently employed by the Holland Township Board of Education (“Board”) as a teaching staff member; and

WHEREAS, the Board’s Superintendent has recommended that Employee 21960687’s employment salary and adjustment increments be restored for the 2021-2022 school year, and that the salary of such employee be moved at the same rate as the salary level for such employee as during the 2020-2021 school year; and

NOW, THEREFORE, BE IT RESOLVED, that the Board hereby affirms the recommendation of the Superintendent and restores the withholding the employment salary and adjustment increments of Employee 21960687 for the 2021-2022 school year only.

BE IT FURTHER RESOLVED, that the Board hereby directs the Business Administrator/Board Secretary to provide Employee 21960687 with one check for the salary difference and adjustment increments for the 2021-2022 school year.
M.12. Approve Student Shadowing
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Gracie Burkhardt as a student shadow from Rutgers University for at least 25 hours of observation time.  Ms. Burkhardt will spend her time with Mrs. Branosky.

Upon the recommendation of the Superintendent of Schools that the Holland Township Board of Education approves the Cooperative Pricing Agreements between the Holland Township Board of Education and the following Education Services Commissions:

O.12. Budget Hearing and Adoption of the 2024-2025 Budget
WHEREAS, the Holland Township Board of Education approved the tentative 2024- 2025 budget at its March 19, 2024 board meeting; and

WHEREAS, the Holland Township Board of Education forwarded the tentative 2024- 2025 budget to the Executive County Superintendent of Schools for review and approval on March 20,2024; and

WHEREAS, the district’s 2024-2025 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and

WHEREAS, the district’s 2024-2025 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and

WHEREAS, the district’s 2024-2025 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and

WHEREAS, the district’s 2024-2025 budget evolved primarily from the needs of the schools as expressed by the Principal, the Director of Curriculum, the Information Technology Manager, the Director of Special Services, the Supervisor of Building & Grounds, the School Business Administrator and the Superintendent of Schools, and is compatible with approved district plans; and

WHEREAS, the 2024-2025 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and

WHEREAS, the 2024-2025 budget does not include the adjustment for increased costs of health benefits; and

WHEREAS, the Holland Township Board of Education desires to apply for the Enrollment Adjustment generated in the 2024-2025 budget for increased number of students over the state projected enrollments in the amount of $688,440 which is not included in the tentative budget but will become banked cap for the ensuing three-year period; and 

WHEREAS, the 2024-2025 budget does not include the use of previously banked cap, which will continue to be available for future budget years; and

WHEREAS, the following diagram provides a breakdown of the 2024-2025 budget by fund:

Whereas, the 2024-2025 budget was approved for advertising by the Executive County Superintendent on April 10, 2024 and published in the Hunterdon County Democrat on April 18,2024: and

NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education adopts the budget for the 2024-2025 school year using the 2024-2025 state aid figures, and

BE IT FURTHER RESOLVED, the Holland Township Board of Education affixes/determines that the amount of money necessary to be appropriated for the use of the public schools for the 2024-2025 school year shall be submitted at $12,754,232 in the General Fund and the General Fund local tax levy shall be submitted at $10,762,090; and BE IT FURTHER RESOLVED, included in budget line 580, Budgeted Fund BalanceOperating, is $250,000; and

BE IT FURTHER RESOLVED, included in the budget line 600, Withdrawal from Capital Reserve – for Local Share in the amount of $310,020 for the purpose of HVAC Upgrades for State Project #2220-060-23-R501/SDA Grant #G5-6627; and

BE IT FURTHER RESOLVED, included in the budget line 630, Withdrawal from Maintenance Reserve in the amount of $100,000 for the purpose of various maintenance projects such as lockers and floor tile replacements; and

BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:23A:5.2(a), the maximum general fund travel allowance for the 2024-2025 for travel shall be established at $50,000, and the maximum regular business travel amount shall not exceed $1,500 per employee; and

BE IT FURTHER RESOLVED, that this resolution shall take effect immediately upon its adoption and authorizes the Superintendent and the School Business Administrator to take such action to ensure that the 2024-2025 adopted by the Holland Township Board of Education is implemented consistent with the intent of this resolution.

O.12. Budget Hearing and Adoption of the 2024-2025 Budget
WHEREAS, the Holland Township Board of Education approved the tentative 2024- 2025 budget at its March 19, 2024 board meeting; and

WHEREAS, the Holland Township Board of Education forwarded the tentative 2024- 2025 budget to the Executive County Superintendent of Schools for review and approval on March 20,2024; and

WHEREAS, the district’s 2024-2025 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and

WHEREAS, the district’s 2024-2025 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and

WHEREAS, the district’s 2024-2025 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and

WHEREAS, the district’s 2024-2025 budget evolved primarily from the needs of the schools as expressed by the Principal, the Director of Curriculum, the Information Technology Manager, the Director of Special Services, the Supervisor of Building & Grounds, the School Business Administrator and the Superintendent of Schools, and is compatible with approved district plans; and

WHEREAS, the 2024-2025 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and

WHEREAS, the 2024-2025 budget does not include the adjustment for increased costs of health benefits; and

WHEREAS, the Holland Township Board of Education desires to apply for the Enrollment Adjustment generated in the 2024-2025 budget for increased number of students over the state projected enrollments in the amount of $688,440 which is not included in the tentative budget but will become banked cap for the ensuing three-year period; and 

WHEREAS, the 2024-2025 budget does not include the use of previously banked cap, which will continue to be available for future budget years; and

WHEREAS, the following diagram provides a breakdown of the 2024-2025 budget by fund:

Whereas, the 2024-2025 budget was approved for advertising by the Executive County Superintendent on April 10, 2024 and published in the Hunterdon County Democrat on April 18,2024: and

NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education adopts the budget for the 2024-2025 school year using the 2024-2025 state aid figures, and

BE IT FURTHER RESOLVED, the Holland Township Board of Education affixes/determines that the amount of money necessary to be appropriated for the use of the public schools for the 2024-2025 school year shall be submitted at $12,754,232 in the General Fund and the General Fund local tax levy shall be submitted at $10,762,090; and BE IT FURTHER RESOLVED, included in budget line 580, Budgeted Fund BalanceOperating, is $250,000; and

BE IT FURTHER RESOLVED, included in the budget line 600, Withdrawal from Capital Reserve – for Local Share in the amount of $310,020 for the purpose of HVAC Upgrades for State Project #2220-060-23-R501/SDA Grant #G5-6627; and

BE IT FURTHER RESOLVED, included in the budget line 630, Withdrawal from Maintenance Reserve in the amount of $100,000 for the purpose of various maintenance projects such as lockers and floor tile replacements; and

BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:23A:5.2(a), the maximum general fund travel allowance for the 2024-2025 for travel shall be established at $50,000, and the maximum regular business travel amount shall not exceed $1,500 per employee; and

BE IT FURTHER RESOLVED, that this resolution shall take effect immediately upon its adoption and authorizes the Superintendent and the School Business Administrator to take such action to ensure that the 2024-2025 adopted by the Holland Township Board of Education is implemented consistent with the intent of this resolution.
