1) Upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending February 29, 2024 as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending February 29, 2024 and  she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.

L.1. ADOPTION OF THE TENTATIVE BUDGET FOR SCHOOL YEAR 2024-2025 
WHEREAS, the Superintendent of Schools recommends to the Holland Township Board of Education, to adopt the district’s tentative 2024-2025 budget; and

WHEREAS, upon the adoption of the district’s tentative 2024-2025 budget, administration will provide to the New Jersey Department of Education the district’s tentative 2024-2025 budget and supporting documentation as required by the Commissioner of Education to the Executive County Superintendent of Schools for their review and approval; and

WHEREAS, the district’s tentative 2024-2025 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and

WHEREAS, the district’s tentative 2024-2025 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and

WHEREAS, the district’s tentative 2024-2025 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and

WHEREAS, the district’s tentative 2024-2025 budget evolved primarily from the needs of the schools as expressed by the Principal, the Director of Curriculum, the Information Technology Manager, the Director of Special Services, the Supervisor of Building & Grounds, the School Business Administrator and the Superintendent of Schools, and is compatible with approved district plans; and

WHEREAS, the tentative 2024-2025 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and

WHEREAS, the tentative 2024-2025 budget does not include the adjustment for increased costs of health benefits; and

WHEREAS, the Holland Township Board of Education desires to apply for the Enrollment Adjustment generated in the 2024-2025 budget for increased number of students over the state projected enrollments in the amount of $688,440 which is not included in the tentative budget but will become banked cap for the ensuing three-year period; and

WHEREAS, the tentative 2024-2025 budget does not include the use of previously banked cap, which will continue to be available for future budget years; and

WHEREAS, the following diagram provides a breakdown of the 2024-2025 budget by fund:

General Fund: $12,754,232/Local Tax Levy: $10,762,090
Special Revenue Fund: $1,373,974/Local Tax Levy: $0
Total Base Budget: $14,128,206/Local Tax Levy: $10,762090


NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education approves the tentative budget for the 2024-2025 school year using the 2024-2025 state aid figures and the Secretary to the Board of Education be authorized to submit to the Executive County Superintendent for approval in accordance with N.J.S.A.18A:7F-5 and 18A:7F-6; and

BE IT FURTHER RESOLVED, the Holland Township Board of Education affixes/determines that the amount of money necessary to be appropriated for the use of the public schools for the 2024-2025 school year shall be submitted at $12,754,232 in the General Fund and the General Fund local tax levy shall be submitted at $10,762,090; and

BE IT FURTHER RESOLVED, to advertise said tentative budget in the Hunterdon Democrat in accordance with the form suggested by the New Jersey Department of Education and according to the law; and 

BE IT FURTHER RESOLVED, a public hearing on the budget for the 2024-2025 school year will be held in the main auditorium at the Holland Township School, located at 710 Milford Warren Glen Rd, Milford, NJ on April 24, 2024 at 7:00 PM; and

BE IT FURTHER RESOLVED, included in budget line 580, Budgeted Fund Balance-Operating, is $250,000; and

BE IT FURTHER RESOLVED, included in the budget line 600, Withdrawal from Capital Reserve – for Local Share in the amount of $310,020 for the purpose of HVAC Upgrades for State Project #2220-060-23-R501/SDA Grant #G5-6627; and

BE IT FURTHER RESOLVED, included in the budget line 630, Withdrawal from Maintenance Reserve in the amount of $100,000 for the purpose of various maintenance projects such as lockers and floor tile replacements; and

BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:23A:5.2(a), the maximum general fund travel allowance for the 2024-2025 for travel shall be established at $50,000, and the maximum regular business travel amount shall not exceed $1,500 per employee; and

BE IT FURTHER RESOLVED, that the Superintendent of Schools shall hereby forward to the Commissioner of Education the budget statement, budget statement certification, form A4F (Certification and Report of School Taxes, 2024-2025 school year), supporting documentation, as required by statute and code and make any necessary adjustments to the budget in order to receive approval from the County Office in order to advertise for the public hearing relating to the 2024-2025 budget.

L.2. Approve 2024-2025 Preschool Expansion Aid
RESOLVED upon the recommendation of the Superintendent the Holland Township Board of Education approves the 2024-2025 Preschool Expansion Aid Budget in the amount of $707,625 with a local district contribution of $141,525.
L.3. Properly Account for Grants
Whereas, the Holland Township Board of Education, upon recommendation by the Superintendent, agrees that the Business Administrator, Teresa O'Brien, has successfully put measures in place to properly account for the ESSR grants and other grant programs in accordance with the NJ Chart of Accounts and GAAP Accounting for funds received by the board, and

Whereas, the Business Administrator is an employee of the Delaware Valley Regional High School Board of Education and serves the Holland Township Board of Education through an Interlocal Services Agreement, now therefore, 

Be it Resolved, that the Holland Township Board of Education authorizes the Delaware valley Regional High School Board to pay Mrs. O'Brien a sum of $2,000 using funds from the amount paid to Del Val for shared services for completing the ESSER grant goal identified in her employment contract.
L.4. Approve Parent Transportation
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves a Parental Transportation Contract for the transport of Student #36176 effective March 14, 2024 through June 30, 2024 in the amount of $37.63 per day not to exceed $2,257.80.

WHEREAS, upon the adoption of the district’s tentative 2024-2025 budget, administration will provide to the New Jersey Department of Education the district’s tentative 2024-2025 budget and supporting documentation as required by the Commissioner of Education to the Executive County Superintendent of Schools for their review and approval; and

WHEREAS, the district’s tentative 2024-2025 budget was prepared to be consistent with the New Jersey Quality Single Accountability Continuum (NJQSAC) focusing on quality performance indicators in all five areas of school district effectiveness; Operations Management, Instruction and Program, Fiscal Management, Personnel and Governance; and

WHEREAS, the district’s tentative 2024-2025 budget was prepared consistent with the district’s Finance Policy 6220 addressing budget preparation, with primary consideration given to educational priorities identified by the Superintendent of Schools; and

WHEREAS, the district’s tentative 2024-2025 budget is designed to carry out the educational plan in a thorough and efficient manner, to maintain school district facilities, and to honor continuing obligations of the district; and

WHEREAS, the district’s tentative 2024-2025 budget evolved primarily from the needs of the schools as expressed by the Principal, the Director of Curriculum, the Information Technology Manager, the Director of Special Services, the Supervisor of Building & Grounds, the School Business Administrator and the Superintendent of Schools, and is compatible with approved district plans; and

WHEREAS, the tentative 2024-2025 budget was constructed consistent with the School Funding Reform Act of 2008, under which a district could apply for some tax levy adjustments to cover extraordinary conditions such as, for health benefit cost increase above two (2) percent; an enrollment adjustment, and banked cap, the results which could increase local taxes above the two (2) percent cap; and

WHEREAS, the tentative 2024-2025 budget does not include the adjustment for increased costs of health benefits; and

WHEREAS, the Holland Township Board of Education desires to apply for the Enrollment Adjustment generated in the 2024-2025 budget for increased number of students over the state projected enrollments in the amount of $688,440 which is not included in the tentative budget but will become banked cap for the ensuing three-year period; and

WHEREAS, the tentative 2024-2025 budget does not include the use of previously banked cap, which will continue to be available for future budget years; and

WHEREAS, the following diagram provides a breakdown of the 2024-2025 budget by fund:

NOW, THEREFORE BE IT RESOLVED, upon the recommendation of the Superintendent, that the Holland Township Board of Education approves the tentative budget for the 2024-2025 school year using the 2024-2025 state aid figures and the Secretary to the Board of Education be authorized to submit to the Executive County Superintendent for approval in accordance with N.J.S.A.18A:7F-5 and 18A:7F-6; and

BE IT FURTHER RESOLVED, the Holland Township Board of Education affixes/determines that the amount of money necessary to be appropriated for the use of the public schools for the 2024-2025 school year shall be submitted at $12,754,232 in the General Fund and the General Fund local tax levy shall be submitted at $10,762,090; and

BE IT FURTHER RESOLVED, to advertise said tentative budget in the Hunterdon Democrat in accordance with the form suggested by the New Jersey Department of Education and according to the law; and 

BE IT FURTHER RESOLVED, a public hearing on the budget for the 2024-2025 school year will be held in the main auditorium at the Holland Township School, located at 710 Milford Warren Glen Rd, Milford, NJ on April 24, 2024 at 7:00 PM; and

BE IT FURTHER RESOLVED, included in budget line 580, Budgeted Fund Balance-Operating, is $250,000; and

BE IT FURTHER RESOLVED, included in the budget line 600, Withdrawal from Capital Reserve – for Local Share in the amount of $310,020 for the purpose of HVAC Upgrades for State Project #2220-060-23-R501/SDA Grant #G5-6627; and

BE IT FURTHER RESOLVED, included in the budget line 630, Withdrawal from Maintenance Reserve in the amount of $100,000 for the purpose of various maintenance projects such as lockers and floor tile replacements; and

BE IT FURTHER RESOLVED, that pursuant to N.J.A.C. 6A:23A:5.2(a), the maximum general fund travel allowance for the 2024-2025 for travel shall be established at $50,000, and the maximum regular business travel amount shall not exceed $1,500 per employee; and

BE IT FURTHER RESOLVED, that the Superintendent of Schools shall hereby forward to the Commissioner of Education the budget statement, budget statement certification, form A4F (Certification and Report of School Taxes, 2024-2025 school year), supporting documentation, as required by statute and code and make any necessary adjustments to the budget in order to receive approval from the County Office in order to advertise for the public hearing relating to the 2024-2025 budget.

RESOLVED upon the recommendation of the Superintendent the Holland Township Board of Education approves the 2024-2025 Preschool Expansion Aid Budget in the amount of $707,625 with a local district contribution of $141,525.

L.3. Properly Account for Grants
Whereas, the Holland Township Board of Education, upon recommendation by the Superintendent, agrees that the Business Administrator, Teresa O'Brien, has successfully put measures in place to properly account for the ESSR grants and other grant programs in accordance with the NJ Chart of Accounts and GAAP Accounting for funds received by the board, and

Whereas, the Business Administrator is an employee of the Delaware Valley Regional High School Board of Education and serves the Holland Township Board of Education through an Interlocal Services Agreement, now therefore, 

Be it Resolved, that the Holland Township Board of Education authorizes the Delaware valley Regional High School Board to pay Mrs. O'Brien a sum of $2,000 using funds from the amount paid to Del Val for shared services for completing the ESSER grant goal identified in her employment contract.

RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves a Parental Transportation Contract for the transport of Student #36176 effective March 14, 2024 through June 30, 2024 in the amount of $37.63 per day not to exceed $2,257.80.
