Upon the recommendation of the Superintendent of Schools that the Board approve the Bill List dated May 31, 2019, check numbers NO372 thru N0373 in the amount of  $307,788.99 and  the Bill List dated June 30, 2019 check numbers 08999 thru N0377 in the amount of $1,171,426.78.
G.3. Finance
1) Upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending March 31, 2019, April 30, 2019 and May 31, 2019 as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending March 31, 2019, April 30, 2019 and  May 31, 2019 she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.
3) Upon the recommendation of the Superintendent of Schools that the Board accept the School Business Administrator/Board Secretary's, Brian McCarthy certification as required by N.J.A.C. 6:20-
2.13(d), that no line item account has been over expended as of March 31, 2019 ,April 30, 2019, May 31, 2019 and  that as of this date sufficient funds are available to meet the District's financial obligations for the remainder of the
fiscal year
G.4. Travel and Related Expenses Reimbursement
Upon the recommendation of the Superintendent of Schools that the Board approve work-related and related expenses reimbursement for the following staff members that is directly related to and within the scope of their current work responsibilities, promotes the delivery of instruction, and is critical to he instructional needs of the School District or furthers the efficient operation of the School District, and is educationally necessary and fiscally prudent.

FURTHER RESOLVED, Mr. Horak will placed on Step 2 BA of the 2017-2018 HTEA Salary guide, $51, 372 (subject to adjustment after settlement of contract).

RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Mr. Brad Bidwell as Mechanic for the 2019/2020 school year. Compensation: $1,500 yearly stipend as per negotiated contract (subject to adjustment after settlement of contract).
M.4. Approve Substitute Supervisor of Custodians 2019-2020
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Mr. John Jesiolowski as the Substitute Supervisor of Custodians for the 2019-2020 school year. Compensation: $600 yearly stipend as per negotiated contract (subject to adjustment after settlement of contract).
M.5. Approve Transportation Coordinator 2019-2020
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Nancy Holzworth as Transportation Coordinator for the 2019/2020 school year. Compensation: $2,000 yearly stipend.

RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Allison Kay's maternity leave utilizing New Jersey’s Family Leave Insurance Program/NJFMLA/FMLA request starting on or about August 27, 2019 through on or about January 14, 2020.
M.13. Approve Student Teacher
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Jordana Keller as a student teacher (Clinical Practice) from Marantha Baptist University for one semester effective August 28, 2019. Ms. Keller will split her time between Mrs. Regan and Mr. Kuchinsky.
M.14. Approve of Long Term Substitute Teacher
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Ms. Alexandra Raulf as the Long Term Special Education Substitute Teacher to begin on or about August 27, 2019 and ending on or about January 14, 2020. Ms. Raulf will be paid as follows:

Regular per diem substitute rate of $90.00 per day for the first ten consecutive school days and effective on the eleventh consecutive day in the position, the rate shall be 1.3 times the regular per diem substitute rate ($117.00), and shall be retro-active to the first day.

On the 31st consecutive day in the position the per diem amount will be 1/200th of Step 1 of the 2017- 2018 HTEA salary guide ($254.36) Subject to be adjusted after settlement of contract..
M.15. Approve Special Education Teacher
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves the employment, of Jenna Langston as Special Education (Middle School LLD) Teacher for the 2019-2020 school year beginning August 28, 2019.

FURTHER RESOLVED, Ms. Langston will placed on Step 4 MA of the 2017-2018 HTEA Salary guide, $57,077 (subject to adjustment after settlement of contract).

O.1. Approve Food Service Management Company Contract Addendum for 2019-2020 School Year.
RESOLVED, upon the recommendation of the Superintendent  that the Holland Township Board of Education approves a contract dated May 13, 2019 with Maschio's Food Service Inc. to provide food service for the 2019-2020 school year. The Management and Administrative fee for the 19-20 school year shall be $8665.00 payable in 10 monthly installments of $866.50  commencing September 1, 2019 and ending June 30, 2020. For SY 2019-2020, the Food Service Management Company's (FSMC) Guarantee to the School Food Authority (SFA) is a loss limited to $10,000.
O.2. Approve Professional Services Contract: Auditor for Statutory Audit Fiscal Year 2018-2019
RESOLVED, upon the recommendation of the Superintendent of Schools that the Board approve professional services provided by the following for the 2018-19 school year:

Pursuant to 18A:18A.5, the Board of Education of the Township of Holland in the County of Hunterdon and the State of New Jersey awarded the following contracts for licensed professionals for the 2018-19 school year as listed below.  These contracts are awarded without competitive bidding as a "professional service" under the provisions of the Public Procurement Law.  The contract itself is available for public inspection at the Office of the Board Secretary, located at 714 Milford Warren Glenn Road County Road, Milford, New Jersey, between the hours of 9:00 AM-3:00 PM, Monday through Friday.

RESOLVED, upon the recommendation of the Superintendent, the Holland Township Board of Education approve the ESY Tuition contract with Pohatcong Township School. Holland Township School will provide Educational Services to SID # 1637308115 from July 1, 2019 to July 31, 2019 at a cost of $2140.60.

RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves transfer of surplus to capital reserve. 

WHEREAS, NJSA 18A:21-1 and NJSA 18A:7G-13 permit a Board of Education to establish and/or deposit into certain reserve accounts at year end, and 

WHEREAS, the aforementioned statutes authorize procedures under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by Board resolution, and

WHEREAS, the Holland Township Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and WHEREAS, the Holland Township Board of Education has determined that an amount not-to-exceed $250,000 may be available for such purpose of transfer.

NOW, THEREFORE, BE IT RESOLVED by the Holland Township Board of Education that it hereby authorizes the District's School Business Administrator to make this transfer consistent with all applicable laws and regulations.

1) Upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending March 31, 2019, April 30, 2019 and May 31, 2019 as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1.
2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending March 31, 2019, April 30, 2019 and  May 31, 2019 she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year.

The Management and Administrative fee for the 19-20 school year shall be $8665.00 payable in 10 monthly installments of $866.50  commencing September 1, 2019 and ending June 30, 2020. WHEREAS, the aforementioned statutes authorize procedures under the authority of the Commissioner of Education, which permit a board of education to transfer anticipated excess current revenue or unexpended appropriations into reserve accounts during the month of June by Board resolution, and

WHEREAS, the Holland Township Board of Education wishes to deposit anticipated current year surplus into a Capital Reserve account at year end, and WHEREAS, the Holland Township Board of Education has determined that an amount not-to-exceed $250,000 may be available for such purpose of transfer.
