6. *ACTION ITEM - Approve Board Rules for public participation at the February 16, 2022 Board of Education meeting
Description:
The Board adopts the following as the rules for public participation and any rules to the contrary in the Board’s practices or policies regarding public participation are hereby suspended. 
  • The Board of Education will hear comments on the issue of masking and COVID-19 mitigation measures for a maximum of 90 minutes. 
  • The Board shall make a random selection of "Request to Address the Board" forms until the 90 minutes mark is reached.
  • Each speaker will be asked to identify themselves and whether they have children in the district.
  • If a speaker is not heard, the speaker will be invited to submit comments to the Board in writing.
  • Each person will have a maximum of 3 minutes to address the Board of Education.  The Board will advise the speaker when 30 seconds remain.  Speakers will be muted if they continue to speak after their allotted 3 minutes.
  • Any individual’s unused time or place in order may not be deferred to another individual.
  • If members of the public become disruptive, speakers or audience members use obscene language, threaten, harass or otherwise behave in an uncivil manner, they will be asked to stop speaking.  The Board also has the right to require an individual to leave the meeting and, as needed, if such an individual refused to leave, the person will be removed by the Board. If public participation becomes unruly, the Board President or Vice President may end public participation prior to the 30 minutes minimum and prior to the 90 minutes maximum.
