IV. Superintendent Informational Report

Description:
Summer is in full swing, and we are getting our last minute things done before the start of school.  Dr. Powell, our administration team, and many teachers have put numerous hours into hiring over 20 professional staff; and as of today, there are only three positions left to fill.  On top of this work, Dr. Powell and her team have organized our trip to Grand Rapids where about 45 teachers and administrators will attend the Professional Learning Communities conference.  This will be a great opportunity to develop "team" and to learn together.

Tracy Althouse and the business office have put the final touches on our end-of-year budget for the 2021-22 school year, and have provided our initial budget for the 2022-23 school year.  The State Aid Act for 2022-23 includes an increase of $450 per student, as well as almost a million dollars in funding for At-risk, special education, mental health categorical (new), and school safety (new).  Currently, the forecast for our fund balance at the end of the 2022-23 school year is approximately 14%.  Mrs. Althouse and the business team are currently getting ready for the yearly audit, which will begin in late July.

I am happy to say that our administrative team has been able to settle down and take some much needed vacation time.  The start of school is right around the corner, but there is still time to get away and enjoy some family time.

Description:
On Tuesday, July 12, 2022, the Facilities and Finance Committee met which included Kevin Bushu, Jeff Hannah, Greg Eding and Tracy Althouse.
 
Tracy presented our approximate fund balance as of June 30, 2022, as the business office is preparing for their audit beginning in late July.    She approximates the fund balance to be at 19.25%.   She then presented how the resent State Aid Act will affect our fund balance at June 30, 2023, which she approximates at 14.6% versus the original projections at 10.78%
 
Tracy discussed the State Aid Act for 2022-2023 and what it approximately means for our District.  This includes the following:
o $450 increase to the per pupil foundation allowance, bringing it to $9,150
o At-risk increase of $142,000
o Special Education increase of $442,000
o New mental health categorical at $290,000
o New school safety payment of $290,000
 
Based on the above information and the decrease in pupil count, we approximate this will be approximately a $1.3 million increase to our District.

Description:
We received notification from Roosevelt & Stewart Music Teacher Nancy Hourigan that after 27 years at Lakeshore, she is retiring.  We thank her for her numerous years of instructing our elementary students and wish her well.

Second Grade Teacher Victoria Castellino of Stewart has requested a one-year leave of absence for the 2022-2023 school year.  This spring she had her second baby and wishes to spend time at home.

We have five new hires for our professional staff.

Jakob Knuth, a 2016 Lakeshore graduate, has accepted the Elementary Music position.  He received his Bachelor’s Degree from Western Michigan University and filled in as a long term substitute teacher last year in New Buffalo.

Carolyn Bowman will be the 2nd Grade Teacher at Stewart.  She received both her Bachelor’s & Master’s from Western.  She has been with Benton Harbor Area Schools since 2008.

Jill Rezanka has accepted the position of High School Special Education Teacher.  She received her Bachelor’s from Eastern Michigan University and her Master’s in Special Ed from Oakland.  She has been employed by National Heritage Academies in Detroit since 2004.

Morgan Ingle is our new Middle School Art Teacher.  She received her Bachelor’s Degree from Western and has taught at Eau Claire, Brookview Montessori, and Benton Harbor.

Chris Grapis will be the new part-time Middle School Band Director at 60%.  He received his Bachelor’s from Eastern Michigan and will soon receive his Master’s from Central Washington University.  He has been with Holland Public Schools since 2019 and taught in Arkansas the five years previous to that.

VI.B. Overnight Trip

Description:
A request was received from High School Principal Jeff Yauchstetter and Math/Science Center Teacher Jill McNabnay to take the Math/Science Center Freshmen on an overnight trip to Suttons Bay on September 22-23, 2022 for the students to engage in ecological research aboard the Inland Seas Ship regarding different aspects of Lake Michigan's ecosystems.

VI.C. School Meal Prices

Description:
Currently, the waiver for all children to eat free ended on June 30, 2022.  With the uncertainty of whether the government will extend the waiver, we would like to move forward in setting prices for the 2022-23 school year.    We are recommending raising the costs as stated below due to rising food costs and labor costs.   In addition, the state has told us if we don’t raise this year, we will be doing a much larger increase next year.   Taking two years to spread out the increases are much better in our opinion.

Meal Prices for 2022/23 school year
Breakfast:
Elementary-$1.85
Middle School/ High School - $2.20

Lunch:
Elementary-$2.75
Middle School/ High School - $3.00

Milk - Á la carte will be $.75
