2. GBNAA/JHFF-Suspected Sexual Conduct with Students and Reporting Requirements.
House Bill 4160 (2024) changed the definition of student; changing a student who left school or graduated from high school “within 90 days” to “within one calendar year”, and is in effect as of July 1, 2024 and is included in the recommended revisions. |
3. EBBAA-Infection Control and Bloodborne Pathogens
The State Board of Education adopted revisions to Oregon Administrative Rule (OAR) 581-022-2220 on health services. The changes result in a requirement to develop “a written prevention-oriented health services plan for all students” (OAR 581-022-2220(1)). The plan requirements include a variety of topics, including but not limited to, plan for health care space, communicable disease prevention, communication strategies, health screenings, and hearing, vision and dental screenings. As a result of these changes, the policy EBBAA/GBEBC/JHCCC has been revised. The recommendation from OSBA is for the Board to adopt the revised version of this policy that will be coded EBBAA, and to delete the old triple coded policy. |
4. GBL-Personnel Records-(Required)
The changes to policy GBL in 2022 were from legislative changes passed in the 2021 Legislature affecting ORS 339.370 to 339.400 (statute on reporting child abuse and sexual conduct and investigations). Many of the other changes are populated in GBNAA/JHFF and GBNAB/JHFE. As a result of the legislation, OSBA policy services looked at the two policies with related language (GBL and GBLA) and determined it could merge the two policies — both on personnel records. #9-11 of the revised policy GBL were results of the legislation and other corrections were to clean up language and better align with other statute or rules. |
