D.8. IRS Agreement
Description:

The committee discussed the proposed IRS closing agreement on 3% retiree healthcare. Business Manager Josh Beaver-Gallager spoke with our auditor, who has advised that it would be in our best interest to have the board approve CPS to join the closing agreement.  Because CPS has treated the 3% HCF contribution as pre-tax, there is no additional work that needs to be done on our end.  We sign up to the closing agreement and consider the matter resolved until it sunsets in 2026.  By then, ORS should have figured out a solution to the matter.  We have until March 1, 2021 to submit Form 2848 to participate. Full Board action is needed.

Subject:
D.9. Huntington Bank
Description:

Our business manager (Josh Beaver-Gallagher) and I met with Pam Kondel (Senior Vice President/Government Banking Relationship Manager and Corunna grad) and Craig Kahler (Senior Vice President/Michigan Public Finance) from Huntington Bank regarding our bond proposal and their desire to procure our bonds (should it pass). Huntington does government-lending/state-aide notes, etc. and has financed other district’s bonds. They spent time explaining the two types of bonds 1) competitive and 2) negotiated. They deal primarily with negotiated bond sales. Josh believes that is the route we should go, again, assuming the bond passes in May. Craig said he would be more than willing to make a presentation to our Personnel & Finance committee and/or the full board should we desire. I will have a conversation with Jennifer to determine if/when we would like a presentation. Here is a link I found on the web that does a pretty good job comparing the differences between the two types: Competitive vs Negotiated Bond Sales. I’ve also included a link to the presentation they shared with us: 30 Huntington Bank Negotiated Bond Presentation January 22 2021.pdf  Additionally, Dave Moore said he has worked with districts who have used Huntington (with success), and R.J. Naughton (our financial advisor from PFM) had good things to say about them as well.

Subject:
E.8. Testing, Concessions, and Spectators
Description:

Here is the 30,000 ft. view of these items according to what we were told in our MIAAA meeting this morning....

  • TESTING - in the next 48 hours the State will finalize plans for testing. We will have to test our wrestlers the day that they are competing. I will get with Dave and our Wrestling parents to explain this process to them once I know all the details. There were A LOT of questions surrounding testing and masks. Simply put- I don't know the answers to those questions yet- but when I do- I'll let you all know!

  • CONCESSIONS - The MHSAA is working to get guidance for schools on when they can re-open concession stands and in what capacity.

  • SPECTATORS - At this time, we will be enforcing a 2 ticket per athlete protocol, unless otherwise noted. In the coming days, we will work to create plans that allow us to maximize spectator limits and keep the action going! More to come!

  • MASKS- At this time, Wrestlers will NOT have to wear a mask in competition (on the mat only). They must remain masked up at practice. Competitive Cheer does not have to wear a mask during Round 3 of competitions, or when in active tumbling/stunting at practice. We (Every AD in Michigan) are seeking further clarification for all these items.
