(c) For strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement if either negotiating party requests a closed session.

Description:

A possible recommended making a motion at Monday’s full Board meeting to allow the superintendent to make legal and allowable purchases  prior to board approval using ESSER-F, ESSER-EE, GEER, CRF, and CRF school aid funds so we can meet th requirements of having items invoiced, paid for, and onsite before December 31, 2020.  It would be expected that the superintendent informs the Board of purchases in the regular weekly updates.

Description:
-Hospital capacity is stable at this time.
Testing and contact tracing is stable at this time.
-We’ve had 1 Covid19 death over the last 14 days.
-Overall, Shiawassee County case numbers have been increasing week over week over the last 5 weeks.  We continue to closely monitor local conditions. 
-The state case numbers are trending upward as we get into the fall and more people are indoors. 

How do you plan to provide districts assistance with complying with these key metrics as part of their newly required School Extended COVID-19 Learning Plans?

 
A requirement that the district, in consultation with a local health department, as that term is defined in section 1105 of the public health code, MCL 333.1105, and district employees, develop districtwide guidelines concerning appropriate methods for delivering pupil instruction for the 2020-2021 school year that are based on local data that are based on key metrics. However, regardless of the guidelines developed under this subdivision, a determination concerning the method for delivering pupil instruction remains with the district. As used in this subdivision, "key metrics" means, at a minimum, all of the following:
  1. The trend of COVID-19 cases or positive COVID-19 tests, hospitalizations due to COVID-19, and the number of deaths resulting from COVID-19 over a 14-day period.
  2. COVID-19 cases for each day for every 1 million individuals.
  3. The percentage of positive COVID-19 tests over a 4-week period.
  4. Health care capacity strength.
  5. Testing, tracing, and containment infrastructure with regard to COVID-19.
