Due to the health and safety concerns related to the COVID-19 coronavirus, this
meeting will be conducted by VIDEOCONFERENCE. 
At least a quorum of the board will be participating by VIDEOCONFERENCE
in accordance with the provisions of Sections 551.125 or 551.127 of the Texas
Government Code that have not been suspended by order of the Governor.

In accordance with Texas Government Code, Section 551.045, this emergency meeting
is posted so immediate action may be taken by the Board in response to an
emergency or urgent public necessity involving an imminent threat to public
health and safety or a reasonably unforeseeable situation.  Immediate action of the Board is necessary based on declaration by the President of the United States, Governor of the State
of Texas and Hidalgo County regarding COVID 19.
