Description:
Port Staff is requesting approval of a service agreement with Star Services to provide HVAC and Refrigeration repairs/service to port assets as directed by MSPA.  Although only one bid was received, the proposal was reviewed by port staff and was found to be satisfactory, meeting all criteria.  Port staff recommends approval.

7.B. AUTHORIZATION TO NEGOTIATE CONTRACT FOR ENGINEERING MANAGEMENT SERVICES FOR THE 30TH AVENUE ACCESS ROAD PROJECT

Description:
On August 13, 2020, the MSPA received sealed proposals for engineering services related to the design and engineering management of the MARAD Grant funded Port of Gulfport Access Road project.  The proposals were submitted in response to our Request for Qualifications first issued on July 10, 2020.  Five firms/teams responded to the solicitation.  The five responsive firms were:

            Volkert Engineering
            Digital Engineering
            Neel - Schaffer
            Machado - Patano
            Garver Engineering

After careful review and objective evaluation, consistent with the Port’s established procedure for the selection of engineering firms, it is recommended that staff be authorized to enter into contract negotiations with Machado-Patano for the work of the project.  A final negotiated Agreement will be presented for approval at a subsequent Board meeting.  It is recommended that the authorization be approved as requested.

7.C. APPROVAL OF AMENDMENT NO. 3 TO CONTRACT NO. 18-FD-04 WITH BALCH & BINGHAM

Description:
This Amendment would allow MSPA to hire an attorney with specialized knowledge in the Committee on Foreign Investment in the United States process.  This attorney would be engaged at a higher rate than the standard rate MSPA currently pays for legal services, but at a lower rate than typically paid for legal work in this specialized area of law.  The attorney is a partner in the Balch and Bingham Houston office and has handled several CFIUS matters.  Approval is recommended.

8.A. AUTHORIZATION TO ADVERTISE FOR BID THE COTTON COMPRESS SITE IMPROVEMENTS

Description:
This agenda item seeks Board approval to advertise and solicit bids for the "Cotton Compress Site Improvements Project".  The work of the project includes all labor, materials and equipment required for a complete overhaul and replacement of the both the sanitary sewer and potable water systems within the Cotton Compress property site.  The current utility piping systems are randomly configured, and most are in a state of disrepair and need replacement.  The work has also been designed to provide new and needed infrastructure for future site developments.  The engineering work and bid documents have been prepared by Digital Engineering.  It is recommended that the authorization to solicit bids be approved as requested.
