4. Discuss and consider the potential of district closure due to COVID-19.
5. Discuss and consider the continuation of students services including, but not limited to, academic, special education, and nutrition in case of district-wide closure due to COVID-19.
6. Discuss and consider resolution in support of paying district personnel including at-will employees during potential district-wide closure due to COVID-19.
7. Discuss and consider delegating superintendent to make decisions on behalf of district during time period of potential district-wide closure due to COVID-19.

If, during the course of the meeting covered by this Notice, the Board of Trustees should determine that a closed meeting or session of the Board of Trustees is required, then such closed executive meeting or session as authorized by the Texas Open Meetings Act, Texas Government Code Section 551.001 et seq., will be held by the School Board at the date, hour, and place given in this Notice or as soon after the commencement of the meeting covered by this Notice as the School Board may conveniently meet in such closed or executive meeting or session concerning any and all purposes permitted by the Act, including but not limited to the following sections and purposes:

A.   Discussion for the purpose of a private consultation with the Board’s attorney on any or all subjects or matters authorized by law. (Tex. Govt. Code Sect. 551.071)

C.   Discussion of purchase, exchange, lease, or value of real property.  (Tex. Govt. Code Sect. 551.072)

D.    Discussion of prospective gift or donation to the District if deliberation in an open meeting would have a detrimental effect on the Board’s position in negotiations with a third person.  (Tex. Govt. Code Sect.551.073)

E.    Discussing personnel or to hear complaints against personnel. (Tex. Govt. Code Sect. 551.074)

F.   Investments.  (Tex. Govt. Code Sect. 551.075)

G.   Considering the deployment, specific occasions for, or implementation of, security personnel or devices. (Tex. Govt. Code Sect. 551.076)

H.    Considering discipline of a public school child, or complaint or charge against personnel.  (Tex. Govt. Code Sect. 551.082)

Description:
The public comment portion of each board meeting shall be used as a forum for the public or employees to present items of information to the Board of Education. We are doing this to be responsive to the community. Due to the confidentiality provision contained in the Texas Public Information Act, Family Education Rights to Privacy Act and other state and federal laws, no speaker will be allowed to demean employees of the school district or discuss students. Each speaker that is recognized shall limit the presentation to five minutes. A delegation of three or more persons shall appoint one person to present their view to the Board. Due to a possible violation of the Texas Open Meetings Act, the Board shall make no response.
