16.B. Staff recommends approval of 25.006 Fox Family Holding Company LLC Final Subdivision Plan with no waivers requested, as reviewed by HRG.
16.C. Staff recommends approval of 25.003 Hershey Road & Allentown Boulevard Oakvale Planned Community Preliminary Subdivision and Land Development Plan, as reviewed by HRG. The following are waivers and deferrals:
1) Partial waiver from the installation of sidewalks along interior streets. SALDO Ordinance 2025-02, Chapter 173, Section 3.06.C.2.
2) Waiver from methodology used to calculate fee-in-lieu of recreation land. SALDO Ordinance 2025-02, Chapter 173, Section 3.16.G.
3) Partial waiver concrete monuments. SALDO Ordinance 2025-02, Chapter 173, Section 3.07.C.
4) Waiver from the requirements that each phase, except the last phase, must contain a minimum of 25% of the total number of dwelling units. SALDO Ordinance 2025-02, Chapter 173, Section 2.06.A.2.e.2.
5) Partial waiver from the requirements that access streets centerlines have a 100 foot minimum radius (Citrine Drive). SALDO Ordinance 2025-02, Chapter 173, Section 3.04.D.1.a.
6) Waiver from the requirements to provide a second access point. SALDO Ordinance 2025-02, Chapter 173, 3.04.G.3.i.

16.D. Staff recommends approval of Financial Security Adjustment #1, S. Oak Grove Road Light Industrial Building, in the amount of $189,486.00, leaving a balance of $84,329.00, as reviewed by HRG.
16.E. Staff recommends approval of Financial Security Adjustment #7, Landis Crossing, in the amount of $35,157.00, leaving a balance of $20,249.00, as reviewed by HRG.
17. New Business
17.A. Administration recommends approval of Resolution 2025-37, Adopting the 2026 Budget consisting of estimated revenues of $15,484,050.00 and estimated expenses of $14,204,558.00, with no property tax increase.
17.B. Administration recommends approval of the 2026 Employee Compensation Plan.
17.C. Administration recommends approval of Resolution 2025-38, Fixing the 2026 Tax Rate.
17.D. Discussion and possibly drafting a Resolution regarding the urgency of communication with PennDOT to explore all options for a safer intersection at Allentown Boulevard and S. Oak Grove Road, and to develop a petition for residents to sign regarding safety changes at that location.
17.E. Administration recommends approval of Maher Duessel as the auditor for a 3-year time period.
17.F. Administration recommends approval of the renewal of the Verizon Franchise Agreement subject to solicitor review and approval.
17.G. Administration recommends approval of Change Order A-GC-016, ECI Construction, supply all labor, materials and equipment to install additional Hardie trim at jams. Jams originally did not have cement board trim and was changed to provide a more uniform look and weather durability, in the amount of $7,752.00.
17.H. Administration recommends approval of Change Order PW-GC-017, ECI Construction, changes to soffits to accommodate and properly cover exposed steel beams and roof steel truss system. The change in soffit resulted in a material and manufacturer change that reduced the project cost of the overall soffit system, in the amount of $33,095.00. 
17.I. Administration recommends approval of Change Order PW-GC-018, ECI Construction, for additional fencing at the perimeter of the Public Works empty concrete pads, in the amount of $15,461.00.
17.J. During a previous meeting, the Board approved Change Orders with amounts due that are less than $5,000.00 each that can be approved by the Township Manager. The interim manager approved four that totaled $10,610.65. These were for installing additional Hardie trim at the Public Works Building; to install a Liftmaster radio receiver at the front gate of the Public Works Building and remotes; to install temporary markings and cold patch by the Handicap parking areas; and to install additional downspout in the back of the Administration Building.
