Description:
In compliance with the provisions of A.C.A. § 6-20-2201 et seq., the Annual Statistical Report (ASR) of the Public Schools for Arkansas, Open Enrollment Charter Schools, and Education Service Cooperatives, 2024-2025 Actual and 2025-2026 Budgeted, is considered for adoption by the State Board of Education.

DESE is required to submit the Annual Statistical Report to the state board, Governor, and House and Senate Education committees by February 15 each year.  The report contains information on revenues, expenditures and fund balances for each traditional school district, open-enrollment charter, and education service cooperative in 2024-25, as well as budgeted amounts for 2025-26.  Additionally, data such as millage, assessment, total debt, per pupil expenditures, licensed FTE’s, and licensed classroom FTE’s are included.  These reports are pulled from the statewide eFinance system.  There are summary pages for all traditional school districts (p. 2), open-enrollment charters (p. 253), and education service cooperatives (p. 237).  The report also contains rankings by selected items such as per pupil expenditures, average daily attendance, average daily membership, and average classroom teacher salary.

There is an Excel version of the data that is published on the DESE website at the same time as the PDF version is published.

IX.3. Application for District Conversion Charter by the Little Rock School District at Hall High School

Description:
On January 29, 2026, representatives of the Little Rock School District provided a presentation to the Charter Authorizing Panel about the proposed district conversion charter for grades 9-12 as a blended learning environment operating at Hall High School. 

Questions and answers followed.

It was moved by Dr. Tina Moore to approve the charter application, Ms. Edie Stewart seconded Dr. Moore’s motion, and it passed unanimously.

IX.4. Charter Amendment Request by Cabot Panther Academy

Description:
On January 29, 2026, representatives from the Cabot School District provided a presentation to the Charter Authorizing Panel about proposed amendment requests for the Cabot Panther Academy to do the following:
 
  1. Add a new campus/site to house the K-6 Cabot Panther Academy students at Magness Creek Elementary School in the district;
  2. Increase their enrollment cap from the current 500 to 650; and
  3. Change grade levels served to add grades Kindergarten through Fourth Grade to the charter's current (5-12) authorized grade levels. These students would be served in a hybrid—not completely digital—instructional model.
Questions and answers followed.

It was moved by Dr. Crystal Beshears-Duncan to approve the LISA Academy amendment requests. Dr. Tina Moore seconded Dr. Beshears-Duncan's motion, and it passed unanimously.
