5. Consideration and Possible Approval of the Final Ranking of Architectual Firms and Authorization of the Superintendent to Negotiate Terms and Conditions with the Highest Ranked Firm. If the Superintendent is unable to negotiate terms and conditions with the highest ranked firm, negotiations shall be terminated and the Superintendent will initiate negotiations with the next highest ranked firm.
