Description:
House Bill 5 requires districts to provide Accelerated Instruction to all High School students who fail to perform satisfactorily on the end-of-course exam. Additionally, House Bill 5 mandates that compensatory education funds be used to provide the accelerated instruction and that the district hold a public hearing to communicate the effectiveness of the accelerated instruction. The Accelerated Instruction efforts at Barbers Hill High School continue this fall utilizing our flex schedule. The attached chart reflects the actual intervention, the cost, and the results of the intervention.

Description:
A district or campus may request that any instructional day with attendance at least ten (10) percentage points below the last school year's average attendance due to inclement weather, health, or safety-related issues be excused from ADA calculations for the current school year.
Due to low attendance in Barbers Hill ISD on September 1, 2026 for weather-related reasons, the district would like to submit a waiver for low attendance with TEA based on the following data: District Attendance on 09/01/2026: 82.43% District Attendance Prior year: 95.6% |

Description:
The purpose of this budget amendment is to amend the General Fund revenue budgets to reflect changes in anticipated tax collections based on final certified values, revised supplemental payments related to Ch. 313 agreements, and state funding due to higher than budgeted student enrollment. The budget amendment also amends the General Fund expenditure budget to reflect accurate coding of Special Services contracted services expenses.

8.A. Consideration and approval of a resolution to donate approximately 1 acre of surplus property and delegate the authority to negotiate an Interlocal Agreement regarding the same
| Presenter: |
Becky McManus, Assistant Superintendent of Finance
Description:
Barbers Hill ISD has leased approximately 1 acre of land to the City of Cove since 2001. This property is used by the City of Cove and Chambers County. The 25-year lease with Cove expired on October 22, 2026. The district has no current or future plans to use this property due to its size and recommends the property be declared surplus.
The attached resolution authorizes the donation of approximately 1 acre of surplus property to Chambers County for the sole purpose of providing County office space through which District residents may access governmental services locally, including election services, emergency preparedness, and programs serving District students and families. It also authorizes the Superintendent to negotiate an Interlocal Agreement with Chambers County to complete the transfer of the property subject to public use restrictions and a reverter provision in the event Chambers County no longer uses the land for its intended purpose. Should the Board approve the attached Resolution, the District will notify the City of Cove of the District’s intent to terminate the lease as per our agreement. |
