Description:
Soliant Health, LLC is a contractor that specializes in professional therapy services.  Barbers Hill ISD and Soliant Health, LLC entered into a Client Services Agreement in 2025 to provide a Certified Occupational Therapy assistant and a Music Therapist to provide related services for eligible students.  This amendment revises the bill rates per hour for these services for the period of August 13, 2026, through May 20, 2027.  The total amount is not to exceed $105,000.00 under contract CTPA-Spring ISD 22-011.

5.D. Teacher Appraisal Guidelines for 2026-2027
Description:
BHISD will utilize the state recommended appraisal system, Texas Teacher Evaluation and Support System (T-TESS) for the 2026-2027 school year. Specialized teachers in areas such as Dyslexia, RtI, and PASS/FLECS, will be appraised on an instrument that aligns to the standards they are teaching. The guidelines regarding the timeline for the appraisal process are attached.

5.E. Board Resolution for 4-H Extracurricular Status
Description:
This resolution allows for the approval of the 4-H Organization as an extracurricular activity and the approval of adjunct faculty through the Texas A&M AgriLife Extension.

This resolution will enable a student to be considered as present for funding purposes when the student is absent in order to participate in a 4-H activity. The absence is coded as extracurricular and does not count against the student. The activity does, however, count towards the total number of extracurricular activities allowed per student per school year. Additionally, the adjunct faculty will request academic eligibility for all 4-H competitive activities.

A resolution to this effect is attached for your approval.

5.G. Underground Storage Tank Change Orders
Description:
On April 27, 2026 the Barbers Hill ISD Board approved $132,650 for Fuel Control Solutions to remove three underground storage tanks at the Transportation Center. During the project excavation, unanticipated site and environmental conditions were identified that will require four change orders totaling $34,100 for additional fuel filtering, water removal,  soil stabilization, groundwater testing, and concrete work. These changes will increase the total contract amount to $166,750. The project is nearing completion, with final site restoration and TCEQ review remaining; current testing results are favorable, and no additional environmental work is anticipated.

Description:
Barbers Hill High School is requesting approval to add 13 new clubs this year: Salt Dome Film Club, Sew-What?!, Granny Squares, Anatomy (Anatomage) Club, History Club, Mu Alpha Theta, Student Athlete Leadership Team (SALT), Dance Club, Behavioral Economics Club, Young Investors Society, Crochet Club, and Energy Engineering Club, Bowling Club.

Barbers Hill Middle School South is requesting approval to add 2 new clubs this year: Academic Pentathlon and Science Club.

Barbers Hill Intermediate School North is requesting approval to add 2 new clubs this year: Mahjong Club and Character Crew.

Barbers Hill Intermediate School South is requesting approval to add 8 new clubs this year: Jogging Club, Forensic Detectives Club, Pocket-Sized Picassos, Sequence Challenge, Calm Coloring Club, Hands-On Learning Development (H.O.L.D.), The Book Nook, and Bookmark Makers.

These clubs all have a clear purpose and a campus sponsor. Additional information regarding the new clubs is attached.

Description:
Barbers Hill ISD provides a range of summer learning opportunities designed to meet the diverse needs of all students. This summer, students engaged in Eagle Summer Learning experiences, including:
  • Credit Recovery
  • Initial Credit
  • Extended Year Service (EYS) for students in special populations
  • Title I Reading
  • Emergent Bilingual (EB) Reading and Enrichment
  • Accelerated Instruction (HB 1416)

The 2026 Summer Learning Program welcomed 441 students, a strong indication that many Eagles were committed to reaching their learning goals over the summer. Highlights of the program include the following glows:
 
  • Credit Recovery - 100% of students who attended passed and regained credit
  • Initial Credit - 5 students received credit for courses not previously attempted
  • Extended Year Service (EYS) - 100% met IEP goals
  • Title I - 100% had measurable reading gains
  • Emergent Bilingual (EB) Students - 100% met expectations
  • Accelerated Instruction - 193 students in grades 3-12 received approximately 5,790 hours of accelerated instruction to ensure success on the STAAR/EOC.

6.B.2. Summer Professional Development Summary; T-TESS Teacher Calendar; TELPAS Results; and Campus Clubs
Description:
Summer Professional Development Summary - With input from our principals, we have shifted toward more embedded professional development, providing timely support throughout the year. As a result of that shift, teachers now have two exchange days rather than three.  Summer professional development offerings focused on content-specific support, language acquisition strategies, instructional practices, Special Education support, and other identified areas of need.
All campuses began the year with aligned behavior plans and expectations. Teachers in grades 3-8 were also introduced to the 15-Day Challenge, a unit-planning process designed to strengthen both Tier 1 instruction and Tier 2 support. At the high school, all teachers participated in 7 Steps to a Language-Rich Classroom, which provides strategies for increasing meaningful student conversation and building academic language. Both elementary schools received embedded professional development on the new ELPS to strengthen support for emergent bilingual students.
T-TESS Teacher Calendar - An appraisal calendar with details regarding observations, conferences, and timeline was created for teachers. A copy is attached.

TELPAS Results - District TELPAS (Texas English Language Proficiency Assessment System) results are attached.  The TELPAS instrument is used to assess all students identified as EB (Emergent Bilingual) whether they are in our bilingual program or classified as ESL. A change to composite-to-composite ratings made it much more difficult to achieve high results, but our campuses rose to the challenge and delivered great results.

Campus Clubs - A complete list of previously approved clubs is attached for the High School, both Middle Schools, and both Intermediate Schools. Proposed new clubs for the High School and both Intermediate Schools are presented as a consent agenda item.  This initiative supports our board goal of 100% of all secondary students will be participating on a competitive team activity in order to ensure that all students are plugged in thus fostering stronger mental health and a safer school environment.

Description:
  1. We conducted three days of New Teacher Orientation on July 29-31, 2026.  We welcomed 115 new campus staff.  Thank you to those who were able to attend.
  2. The 2026-2027 Employee Handbook and Technology Acceptable Use Guidelines have been distributed to employees.  It can be found on the website under the Human Resources Department.
  3. Michelle James and I have met with all campuses and departments and reminded them about the guidelines for social networking and texting with students.  All personnel know that they should remove any current BHISD student from their Facebook, X, Instagram, etc., pages following the guidelines outlined in the handbook.
  4. On August 5, 2026, we conducted Substitute Training for all substitute teachers and aides for the upcoming year.   We included training on safety issues as well as threat assessments. 
  5. The entire district has been trained on Title IX guidelines.  We have a link on the website for Title IX information.  We placed it on the Human Resources page as well as the Student Services page.  We have also posted appropriate notices.
  6. All district personnel are required to complete online training sessions on the topics of Cybersecurity, Sexual Harassment, Life-Threatening Allergies, Reporting Suspected Child Abuse, De-Escalation Strategies, Suicide Prevention, Active Shooter, Student Mental Health, and Bullying.  New this year was a training on First Aid.  We are using the online training program from Safe Schools.
  7. Employee Benefits Enrollment was completed on August 10, 2026. 
  8. would like to thank the Board, Dr. Poole, and our Administrative Team for their continued support throughout the hiring season as we have worked together to staff appropriately for student growth.  It has definitely been a collaborative effort. Also, a big thank you to our Technology Department who worked tirelessly to deploy equipment, update the network, and create new badges for all students and staff.  Our summer work crew of students did an excellent job as well.

Description:
Barbers Hill Independent School District CTE Department requests approval for the purchase of equipment, materials, and supplies for the Career and Technical Education (CTE) Welding Program in an amount not to exceed $181,518.

The purchase includes equipment, materials, and supplies to support and enhance the District’s CTE Welding Program. These items were presented as part of the District’s FY27 Capital Budget. The equipment will be purchased from AllTex Welding Supply, Inc. and was procured through the Region 6 Education Service Center Cooperative Purchasing Contract 8.25.

7.B. Consideration and Approval of Resolution to Approve the Appraisal Roll for 2026

Description:
Annually, the Board must approve the appraisal roll as submitted by the Chambers County Appraisal District and designate Becky McManus to calculate the District’s no-new revenue rate and voter-approval rate and to publish said rates and other financial information as prescribed by the Texas State Comptroller of Public Accounts in a newspaper of general circulation.  A resolution is attached.

There are fifteen Agreements for Limitation on Appraised Value of Qualified Property under Chapter 313 of the Texas Tax Code where the appraised value limitation of $30 million or $80 million, depending on the timing of the project, is in effect for the 2026 tax year.  A limitation on appraised value applies only to the maintenance and operations portion of a school district’s ad valorem tax rate.  The project is fully taxable for debt service purposes. 

We will realize an increase of $1,403,766,172 (+7.35%) in values over the previous year for debt service purposes.  For maintenance and operations, we will have an increase of $1,436,229,636 (+10.29%) in values over the previous year.

For the 2026-27 school year, we delegate contractual authority to obligate the school district under Texas Education Code (TEC) §11.151(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, §49.006.  This includes approval of the Agreement for the Purchase of Attendance Credit or the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding). 

The superintendent will submit the contract online via the Excess Local Revenue subsystem of the online Foundation School Program (FSP) system in the Texas Education Agency Login (TEAL).

7.D. Consideration and Approval of the Purchase of Liability, Auto, Workers’ Compensation, and Unemployment Insurance Coverages from TASB Risk Management Fund

Description:
The District has been a member of TASB Risk Management Fund for over 50 years.  We recommend acquiring our general liability, professional, privacy and information security (cyber/security), and auto coverages for the 2026-27 school year from TASB Risk Management in accordance with Texas Education Code Sec. 44.031 (a)(4) and the Texas Interlocal Cooperative Act.  TASB’s proposal for our liability insurance coverage renewal is $203,242, which is $24,480 higher than last year’s premium. 

TASB Risk Management also submitted renewal quotes for Workers’ Compensation and Unemployment Insurance.  The 2026-27 Workers’ Compensation quote is $70,951 compared to $69,595 last year.  The 2026-27 Unemployment Compensation renewal quote is $19,449, which is the same as prior year.

The District has had a long relationship with TASB Risk Management and we recommend renewing all of our liability coverage lines, auto, workers’ compensation, and unemployment insurance with TASB Risk Management as presented.  The attached comparison worksheet outlines the details by coverage line.
