Discussion:  The meeting was called to order and a quroum announced at 5:32 p.m. by President Brad Rosiek.

Discussion:  Mr. Larry Odom was the only person to sign up to speak during Open Forum.  President Brad Rosiek shared details regarding Open Forum procedures and timing.  Mr. Odom shared his concerns regarding the Ag Farm and the state of condition it is currently in.  He asked the board to address the issue, not only for the students interested in the program but also for the community.  Additionally, he addressed the need for the Meat Lab to be put back into usage.

Discussion:  President Brad Rosiek read aloud the Election Summary results by Category, Place and Candidate sharing the total number of votes along with Absentee votes, Early Voting numbers, Election Day votes, Late Mail In votes and Provisional votes.

Discussion:  The Oath of Office was administered to Erik Narens (Place 4) by Ashley Eason, Notary Public.  Due to the absence of Jerry McCarty (Place 5), the Oath of Office will be administered during the June 2023 meeting or at another time most convenient for him.

Discussion:  The RISD Board of Trustees entered into Closed Session at 5:43 p.m. under Texas Government Code 551.074 Personnel and 551.076 Deliberation Regarding Security Devices or Security Audits.  The Board reconvened to Open Session at 7:01 p.m.

Discussion:  Board Recognitions were given to...
*RHS FCCLA students who placed in the Top Five in the State.  They include:  Anna Fryar (who will also be advancing to Nationals this Summer), Shania Maugham, Makenzie May and Alivia Thompson.  
*RHS TAFE students, Kami Wells and Makenzee Minter, who earned TAFE's highest state rating for their "Spooktacular Teachers" project.
*RHS Photography/Yearbook students, Kaylee Calicott and Chris Breaux, whose photographic work was selected to be in the annual Best of Texas Scholastic Photography Book. 
*RHS art student, Cambria McWilliams, whose art work was selected to be part of the Texas Arts Education Association (TAEA) Youth Art Month Exhibition at the Bob Bullock Texas State History Museum.  
*RISD Campus Teachers of the Year - Terri Frazier (RES), Jennifer Stacy (RIS), Clint Edmonds (RJHS) and Janie Womack (RHS).

Discussion:  Dr. Kelly Burns introduced Jakeb Goff who will be joining RISD as the new Redwater Intermediate Principal effective the 2023-24 school year.

Discussion:  Prayer and Pledge was led by Bryan Strand.  Motto, Vision, Mission and Belief Statements were read by all Team of 8 members in attendance.

Discussion:  Board members reviewed Cash Flow, Revenue and Check Register for April 2023.

Discussion:  Enrollment totals for April were reviewed.  Total enrollment is 1,063.  Numbers reflect the district being down 37 students in comparison to same time last year.

Discussion:  Dr. Kelly Burns presented the Safety & Security Audit findings which was conducted on April 11, 2023.  This audit is done by Region VIII ESC as a proactive approach to Safe and Drug Free Schools for all students and staff and satisfies the requirement by Senate Bill 11 and TEC Code 37.108 for a safety audit once every three years.  Findings and recommendations were given to the district on May 9, 2023.  There were no recommendations for any RISD campus, only commendations.  Additionally, there was an Intruder Audit on the same day with no findings.

Discussion:  Budget Amendments were reviewed with questions on amendments for this year and next year and costs associated with the Special Education SSA Remodel Project.

Discussion:  Minutes were reviewed. Clint Duncan pointed out a correction for the April 20, 2023 minutes that should reflect TJ Anderson leading the Prayer & Pledge instead of him.

Discussion:  RISD is still in discussion with Maud ISD.  Anticipate that Maud ISD will consider percentage of responsibility for start up costs as well as the SSA Agreement during their May 18 board meeting.

Discussion:  Still reviewing the latest draft.  No action was taken.  Agenda item will be moved to the June 19, 2023 meeting.

Discussion:  IT Director, John Ryther, reported that RISD is in compliance with the employee security awareness training requirements of Section 2054.5191 with 100% completion by all employees.

Discussion:  RISD Assistant Superintendent Lee Ann Corbin reviewed with the board the Instructional Materials Allotment and TEKS Certification for 2023-24.

Discussion:  The Summer Learning Schedule and Summer Compensation for 2023 was presented by Lee Ann Corbin, Assistant Superintendent.  Redwater Elementary will host a Reading Academy for students exiting Grades K-2 along with accelerated instruction in math or reading for students exiting Grade 3.  Dates will be July 10-21.  Redwater Junior High School will do Grade Recovery for students failing Math/ELAR on June 5-29.  Redwater High School will have a Credit Recovery for core subjects on June 5-19 and Accelerated Instruction for EOC retakes from June 12-15.  RISD will also host a SCI STEM Camp for Grades 3-5 and 6-8 from July 10-14 and July 17-21, respectively.

Discussion:  The May 2023 Facilities/Construction Update is as follows...
Redwater Intermediate School:  Bathroom remodel expected to be completed the week of May 18; Band Room flooring and Doors to be completed as soon as materials arrive;
Redwater Junior High School:  Door to be installed the week of May 18.  Two HVAC units needed to be replaced.  Working on pricing;
Safety & Security:  Fence work is ongoing. Expect it to be fully functional by the start of the 2023-24 school year;
Summer Work: RES - to repair the broken driveway at Kindergarten; RIS - Gym Roof to be replaced, general painting; RJHS - classroom painting; RHS - completion of Phase One of the brick project; Athletics - top dressing of the football field to facilitate new growth and installation of four new HVAC units; Ag Farm - bridge repair, clear field of overgrowth, mow, general clean up and burn off fence rows; Safety & Security - create "escape lanes" to the various reunification areas around the district; District - general grading and ditch cleaning to improve drainage, HVAC general tune up on all units, SPED restroom remodels.
HVAC - four TIPS awarded contractors are looking at the work to be done with the Cafetorium, Field House and Classroom Units that need to be replaced.  Pricing will be updated as soon as the estimates become available. Board requested to see details on HVAC units that come in, where they are replaced and the cost for that specific replacement.

Discussion:  Working on quotes from additional vendors for custodial services.

Discussion:  Currently have quotes from two vendors - one a TIPS vendor and one a non-TIPS vendor.  Will be putting needs for Cafetorium Lighting & Sound out for bid.

Discussion:  Working on the development of additional stipend amounts for PEIMS and Ag, possibly.

Discussion:  Working on rescheduling RISD meeting with Community HealthCore and looking into other entities who can provide student mental health services. 

Discussion:  Have currently met with the majority of campuses.  Still have RHS staff to visit with. Reviewed consultant quotes and looking into working with Region 15 ESC made possible by a grant RIS received.

Discussion:  The June 2023 Regular Session will be held on Monday, June 19, 2023.
