Description: 

 During each meeting of the Board of Trustees, time is set-aside for those who desire to address the Board. Persons who wish to participate in this portion of the meeting shall sign up using the audience participation form and shall indicate the topic about which they wish to speak. No presentation shall exceed three minutes. Delegations of more than five persons may be asked to limit their presentations to allow for each person to represent their views.  The Board shall not deliberate on any item not included on the agenda during this portion of the meeting. The Board will listen to your comments and may ask clarifying questions. Should there be a speaker who has registered to speak to multiple topics, the Board President shall direct the speaker to consolidate his or her comments for which he or she has registered and the speaker shall be given a total of three minutes to make his or her consolidated comments.  The president may interrupt or terminate an individual’s statement when it is too lengthy, repetitive, or obscene.  Please sign up by presenting the form to the Secretary, Superintendent, or Board President prior to the audience participation portion of the meeting.

Description:  Over the years, routine patches and small repairs have been performed on the roof at Westwood Elementary in an effort to address localized issues and extend the life of the existing roofing system.  During the summer of 2026, core sampling was completed to evaluate the condition of the roof system and determine the extent of underlying issues.
The core sampling revealed a portion of the roof sustained saturated ISO insulation and required removal and replacement.  As the repair work progressed, additional moisture was identified between the insulation and the concrete roof deck, compromising the bond between insulation and substrate.  The initial repair scope was expanded to address the areas of compromised roofing materials and prevent continued moisture intrusion.
Texas General Contractors completed the initial and expanded scope of work.  The initial scope of work was procured for 45 squares of modified bitumen roof in the amount of $63,701.67.  The expanded scope of work resulted in 110 squares of TPO roof in the amount of $197,806.88.  The District recommends ratification of the Superintendent’s decision to repair the Westwood roof as presented.

Description:  The Superintendent will discuss the attached resolution to compensate FISD Westwood Elementary and Bales Intermediate employees for time missed on August 31, 2026, as a result of an emergency power outage. The resolution also allows for those non-exempt employees who were required to report to work to be compensated in accordance with DEA local.

Description: 

As part of the 2026 Bond Program, the District identified the conversion of existing instructional spaces at Bales Intermediate and Windsong Elementary to science classrooms.  The proposed projects will provide appropriately designed and equipped science learning environments to support the instructional needs of students and staff.  The AIA Document B221-2018 Service Order with Huckabee & Associates provides architectural services for the conversions of instructional spaces at both campuses.  District legal counsel has reviewed this agreement and confirms it aligns with the architect services approved at the June 8, 2026, board of trustees meeting.

By approving this item, the Board authorizes the Superintendent to negotiate and execute all agreements and take all actions necessary for the same.  The AIA Document B221-2018 Service Order is attached for your review.

As part of the 2026 Bond Program, the District identified renovations and additions to the existing Ag Barn to develop an Career and Agricultural Science Center.  The proposed project will provide renovation of the existing Ag Barn and expansion of career and agricultural science to support welding, agricultural science, and vocation and career exploration.  The AIA Document B221-2018 Service Order with Huckabee & Associates provides architectural services for the renovation and expansion of the Agricultural Science Center.  District legal counsel has reviewed this agreement and confirms it aligns with the architect services approved at the June 8, 2026, board of trustees meeting.

By approving this item, the Board authorizes the Superintendent to negotiate and execute all agreements and take all actions necessary for the same.  The AIA Document B221-2018 Service Order is attached for your review.

Description:  In September 2022, the District solicited proposals (RFP 23-001) for minor plumbing maintenance and repair services.  Charlie's Plumbing was the only qualified response the District received.  This vendor has performed work for the District in the past.  The District recommends renewal of the contract with Charlie's Plumbing and authorize the Superintendent or his designee to negotiate and execute service agreements with the selected vendor.  This contract will allow the District to seek competitive quotes from the awarded vendor, Charlie's Plumbing, in addition to vendors that are under contract with government purchasing cooperative.  This is the final renewal.

Description:  In order to allow for additional businesses to be added to the district's approved promotional vendors list, a supplemental RFP was required. The district conducted an RFP in accordance with state bid laws, and legal notices were published in accordance with Texas Education Code 44.031. The purchasing office electronically distributed the RFP and 7 companies responded. The awarded dates for the supplemental RFP will run concurrently with RFP 25-005 starting October 1, 2026 to September 30, 2027,  with (2) one-year renewal options.

Description:  In June 2025, the District solicited proposals (RFP 25-005) for promotional items, including screen print and embroidery.  Fourteen vendors responded and  were awarded one year service contracts beginning on October 1, 2025. Over the past year, the vendors have satisfactorily performed work for the District as needed. As per the terms of the RFP, the contracts may be renewed for (3) additional one-year terms. The District recommends renewing the contracts with all vendors for an additional one-year term. This will be the first of three renewals that are available.

Description:  Consider Approval of Memorandum of Understanding for Disciplinary Alternative Program with Clear Creek ISD.

Description: 

In accordance with Texas Education Code 38.153, the Board of Trustees is required to appoint or approve a Concussion Oversight Team (COT) for the District. The Concussion Oversight Team is responsible for establishing the District’s return-to-play protocol for students who sustain a concussion while participating in interscholastic athletics. Administration recommends that the Board approve the Friendswood ISD Concussion Oversight Team as presented.

Health Advisory Committee (SHAC)

Description:  Each year we are required to approve the members of our School
Safety & Security Advisory Committee. This committee will meet once
during each semester and once each summer for a total of three
meetings per year. This committee assists in overseeing our
Emergency Operations Plan, audits our security and safety, provides
space for collaboration with local emergency agencies, reviews
mental health interventions, and reviews proposals/funding for major
safety projects.

Description:  Each time a school library catalog is updated, the FISD Board of Trustees must vote to approve or reject the proposed list of new library materials.  The materials included on the list have been reviewed by our campus Media Integration Specialists and have been publicly posted on our district website for at least 30 days. 

Description: 

As part of the 2026 Bond Program, Friendswood ISD identified the replacement of transportation vehicles to maintain reliable and efficient student transportation fleet.  The District submitted specifications for the bus and received quotes from three different companies on purchasing cooperatives for the diesel buses which will allow for an older model to move off daily routes.  The older model buses will stay on the fleet and will serve as backup buses in the event multiple buses are out of commission for repairs.

Rush Truck Centers provided the lowest quotes for a total of $1,742,203 which includes the base price and additional options for student/driver safety utilizing the BuyBoard purchasing cooperative.  The proposed purchase includes nine (9) 77-passenger school buses and two (2) 53-passenger school buses.  The buses are currently in stock and available for delivery within approximately 30-60 days, allowing the District to expedite the replacement of aging fleet vehicles.  The buses also meet the seatbelt requirements established under Senate Bill 546, providing the District with vehicles that comply with the applicable state safety requirements.  The recommended purchase will be funded with Series 2026 Bond Proceeds.

 

Description:  Texas Twelve Operating, LLC is requesting to rent the baseball field at Friendswood High School through September 2027.  The monthly rental fee varies by month and will generate district revenue of approximately $40,000 for the year.  The agreement also allows for the district to grant an additional term of two optional one(1) year renewal terms.  The preliminary agreement has been reviewed and approved by the Friendswood ISD Athletic Director.  GKD Local are included with rental agreements. 

Description:  Be Someone Sports, LLC is requesting to rent multiple gymnasiums throughout the district through September 2027.  The specific gyms requested to be rented include Bales Intermediate, Windsong Elementary, and Annex.  The monthly rental fee varies by month and will generate district revenue of approximately $140,000 for the year.  The agreement also allows for the district to grant an additional term of two optional one(1) year renewal terms.  GKD Local are included with rental agreements. 

Description:  Senate Bill 12, enacted by the 89th Texas Legislature, requires the Board of Trustees to annually approve a certification that the District is in compliance with specified provisions of the Texas Education Code. The approved certification must be submitted to the Texas Education Agency by September 30 of each school year.

Description:  The district requests to engage third-party (The Vendor) project management services for Bond 2026 construction projects.  The Vendor will work alongside FISD personnel, contractors, and architects to implement projects, develop scopes of work, project scheduling, and construction management.  The goals of this contract are to obtain a high quality products, streamlined construction processes, and increased values to the district.  The district recommends Turner Townsend Heery, Inc. to provide project management services.  The attached contract is quoted under the Purchasing Cooperative of America (PCA) purchasing cooperative and will be funded with Series 2026 Bond Proceeds.

Description:  District Administration will provide an update on delinquent tax collections status for FISD accounts.  

Description:  District and campus administrators will share updates on the district and campus strategic plans for the 2026–2027 school year.
