1. Call Meeting to Order
2. Approve Buford Chapman as Independent, third party code reviewer for Friona ISD Projects
2.a. Required by TEA & Texas Administrative Code, Title 19, Part 2, Chapter 61, Subchapter CC, Rule 61.1036:
2.a.I. Districts with existing building codes.
2.a.I.a. (A) A school district located in an area that has adopted local construction codes shall comply with those codes (including building, fire, plumbing, mechanical, fuel gas, energy conservation, and electrical codes). The school district is not required to seek additional plan review of school facilities projects other than what is required by the local building authority. If the local building authority does not require a plan review, then a qualified, independent third party, not employed by the design architect or engineer, shall review the plans and specifications for compliance with the requirements of the adopted building code.... The review shall be conducted prior to the commencement of construction and must be conducted by a qualified building code consultant or a third party architect or engineer.....
2.a.I.b. Mr. Chapmanā€™s resume is attached and he meets the ICC certification standards
3. Approve Wage Rates for Renovations and Additions to Friona ISD
3.a. The establishment of minimum wage rates for construction projects is also a requirement for which the Board of Trustees takes action.
3.b. Sec. 2258.022. DETERMINATION OF PREVAILING WAGE RATES. (a) For a contract for a public work awarded by a political subdivision of the state, the public body shall determine the general prevailing rate of per diem wages in the locality in which the public work is to be performed for each craft or type of worker needed to execute the contract and the prevailing rate for legal holiday and overtime work by:
3.b.I. (1) conducting a survey of the wages received by classes of workers employed on projects of a character similar to the contract work in the political subdivision of the state in which the public work is to be performed; or 
3.b.II. (2) using the prevailing wage rate as determined by the United States Department of Labor in accordance with the Davis-Bacon Act (40 U.S.C. Section 276a et seq.), and its subsequent amendments.
4. Consider and Accept Check Donation from Friona Vocational Ag Association for $1500.00.
