Description:  Roll Call: Certification by the President that, "The Provisions of Section 551.041 Sub Chapter C, Government Code as Amended by the 73rd Legislature have been complied with in connection with public notice of this meeting and a quorum is present."

Description:  The mission of the Weatherford ISD is to teach, challenge, and inspire each student in a safe, nurturing environment to succeed in the global community.

Description:  Persons in attendance at the meeting may request and complete a form to be submitted to the Board President no later than five minutes prior to the meeting. This provides the individual with the opportunity to address the Board on any subject except personnel. Public participation is limited to this portion of the meeting and the audience may not enter into discussion or debate matters being considered by the Board at any other time during the meeting. The Board will allot up to 30 minutes for this portion of the agenda with no presentation to exceed five minutes. Delegations of more than five persons shall appoint one person to present their views to the Board. Specific factual information or recitation of existing policy may be furnished in response to inquiries, but the Board may not deliberate, discuss, or make any decision on any subject not on the agenda.

7.A. Hear Wright Elementary Principal report.
Description:  Principal Andy Pool will present a report on Wright Elementary School. Highlights will include student and staff information.

Description:  Principal Michelle Howard-Schwind will present a report on Hall Middle School. Highlights will include student and staff information.

7.C. Receive the Weatherford ISD Leading Indicator Process (LIP) report.
Description:  The Leading Indicator Process (LIP) for the Weatherford ISD is reported to the Board to reflect progress toward the accomplishment of the five Strategic Goals in the WISD 2008-2013 Strategic Plan. A calendar of the LIP reports for the 2008-2009 school year is included with the LIP data elements reported for the month highlighted in yellow.

7.D. Hear report of 2009 Texas Comptroller of Public Accounts property value study.
Description:  Each year the Texas Comptroller conducts a property value study of all property in Texas. The 2009 values, which are used to calculate state aid for the 2010-2011 school year, are $3,403,043,003. A copy of the report is included for Board review.

7.E. Hear update on the City of Weatherford Rails for Trails project and school zone request.
Description:  In 2001, the Weatherford ISD passed a resolution in support of the City of Weatherford applying for a grant from the Texas Department of Transportation Enhancement Program. The City is seeking an easement of approximately one acre and daily use of one of Ikard Elementary School’s parking lots. The District has asked the City to construct a separate parking facility for the Rails for Trails due to safety concerns. Mr. Terry Hughes, Director of Streets and Transportation for the City of Weatherford, will make a short presentation detailing the plans. He will also update the Board about a request for school zone placement and speed reduction at Weatherford High School and the Ninth Grade Center.

7.F. Hear report on the Weatherford ISD Board of Trustees’ participation in the Reform Governance in Action® training.
Description:  Weatherford ISD Board of Trustees was one of five Texas school boards chosen to participate in the Reform Governance in Action® (RGA) training program. A report will outline work completed by the Board during this program.

7.G. Hear report on School Health Advisory Council (SHAC) Annual Report.
Description:  One of the requirements of Senate Bill 283 is that the SHAC submit to the Board, at least annually, a written report that includes information regarding the Council’s recommendations, modifications, and activities. A roster of SHAC members is included with members of the Council who will be in attendance at the Board Meeting.

7.H. Hear report on Weatherford ISD Summer Instruction Program.
Description:  The 2010 summer school program for WISD students will include instruction for prekindergarten and kindergarten bilingual students, students in grades 5 and 8 who must participate in the third administration of the Texas Assessment of Academic Skills (TAKS) in reading and/or math. Students in grades 9 through 12 may earn recovery credits or up to two acceleration credits during the summer program. High school students may also participate in a PSAT preparation course. Almost all special education students are served in general education classes. However, the Extended School Year (ESY) program provides special education services for students as recommended by the ARD committee.

10.A. Consider revisions to Board Policy DC (Local).
Description:  Policy DC (Local) outlines Employment Practices of the District, giving the superintendent authority to employ all contractual personnel below the level of principal. The policy is presented for approval on second reading.

10.B. Consider amendment to 2009-2010 Budget.
Description:  Board approval is required for expenditures at the “function” level that are above the adopted budget amount. Even though expenditures are not yet above the Board approved amount, our most recent projections indicate the need to increase both revenue and expenditures in the 2009-2010 budget in order to more accurately reflect the District’s projected financial position.

11. New Business
11.A. Consider Local Policy revisions recommended by the Texas Association of School Boards (TASB) Policy Service Update 87.
Description:  Localized Update 87 represents the second of two post-legislative updates and encompasses changes in law from the 81st Legislative Session. Enclosed to assist your review of the revisions to local policy are Vantage Points – A Board Member’s Guide to Update 87, Explanatory Notes, and a copy of the revised policies.

11.B. Consider approval of application for a Texas Education Agency (TEA) waiver for missed instructional days due to inclement weather.
Description:  TEA requires Local Education Agencies to designate two “bad weather days” in its annual school calendar. This year, Weatherford ISD had to use three bad weather days. The first to dates will be made up on April 2 and May 29, 2010 as indicated in our approved school calendar. Pursuant to Texas Education Code 25.081, the TEA allows Local Education Agencies to request a waiver to excuse weather, health, or safety-related days when such days extend beyond the two days allowed by TEA. The waiver is included with this item.

11.C. Consider approval of Central Textbook Selection Committee’s recommendation for K-12 reading textbook selections.
Description:  Based upon 19 TAC 67.107, Local Policy EFAA, the textbook selection committee, after examining all instructional materials adopted by the State Board of Education, shall select materials for use in the District, and recommend the selections to the Board of Trustees for ratification. Textbooks have been selected from the conforming list of publishers approved and adopted by the State Board of Education.

11.D. Consider approval of textbook certification for 2010-2011.
Description:  Texas Education code §31.101 requires that, each year, the board of trustees of each district notify the State Board of Education of the textbooks selected by the board of trustees for use in the following school year. The law also requires that the board of trustees notify the State Board of Education if the district has selected textbooks, in the enrichment curriculum only, that are not on a conforming or nonconforming state-adoption list. The attached form indicates that Weatherford ISD has not selected any enrichment subject textbooks that were not on the conforming state-adoption list.

11.E. Consider the reorganization of the Business Department.
Description:  In order to implement a variety of internal controls as they relate to the various components of the Business Office, which will provide improved work flow and cross training opportunities, as well as increased efficiency and effectiveness of the day to day operations of the department, a reorganization of positions is recommended. The proposed reorganization and department organizational chart are included.

12. Adjournment
Description:  If, during the course of the meeting, discussion of any item on the agenda should be held in a closed meeting, the Board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Government Code, Chapter 551, Subchapters D and E. Before any closed meeting is convened the presiding officer will publicly identify the section or sections of the Act authorizing the closed meeting. All final votes, actions, or decisions will be taken in open meeting.
