Public Input: The policy of the education district board is to encourage discussion by persons of subjects related to the management of the district at board meetings. The board shall, as a matter of policy, protect the legal rights to privacy and due process of employees and students. Persons who wish to have a subject discussed at a public board meeting must notify the executive director’s office in advance of the board meeting. The person should provide his or her name, address, the name of group represented (if any), and the subject to be covered or the issue to be addressed. The board retains the discretion to limit discussion of any agenda item to a reasonable period of time as determined by the board.

IV.D. Notice of Potential Disclosure of Records

Description:
This information must be passed onto families of students who are receiving or who have received special education services in the last few years. In accordance with a court order, Minnesota Department of Education (MDE) must disclose certain information about some former students in Minnesota whose birthdates are between July 1, 1998, through June 30, 2001, and who received special education services between July 1, 2019, and July 1, 2022.

V.A. Pathways 6/7 Location

Description:
The Red Wing School District has hosted this program at Twin Bluff Middle School since it began. T. Bjornstad reported at our May, 2024 Board meeting that Tower View will likely be an ALP this coming school year but that possible partner school districts to create an ALC have been developed. Red Wing would likely develop a middle level program that would be housed at Twin Bluff Middle School. GCED must maintain a middle level ALC in order for the remaining member districts to offer targeted services and credit recovery programs. C. Johnson shared that the Superintendent’s Advisory Council has discussed the location of Pathways 6/7 for the 2024-2025 school year. During that discussion, both the Red Wing School District and the Cannon Falls School District expressed interest in hosting the program. Red Wing would like to continue the program at Twin Bluff Middle School. Cannon Falls would also like the opportunity to host the program at its middle school. The GCED board requested this be tabled until their June meeting. |

VI.B. Goodhue County Health and Human Services and Goodhue County Education District Contracts

Description:
Goodhue County Health and Human Services (GCHHS) and Goodhue County Education District (GCED) contracts for FY25. The Health and Human Services (HHS) Board approved the contracts at their meeting on Tuesday, June 18, 2024. The GCED Board will be asked to approve the contract at their meeting on Thursday, June 27, 2024.

Agreement between the State of Minnesota, acting through its Commissioner of Corrections, Education Unit, 1450 Energy Park Drive, Suite 2000, St. Paul, MN 55108 ("State") and Goodhue County Education District #6051, 395 Guernsey Lane, Red Wing, MN 55066 ("Governmental Unit") for services at Corrections.

VI.E. EDIAM
Description:
The Minnesota Department of Education (MDE), Professional Educator Licensing Standards Board (PELSB), and Office of Higher Education (OHE) require annual designation of an Identified Official with Authority (IOwA) for each local educational agency that uses the Education Identity and Access Management (EDIAM) system. The IOwA is responsible for authorizing, reviewing, and recertifying user access for their local educational agency in accordance with the State of Minnesota Enterprise Identity and Access Management Standard, which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The IOwA will authorize user access to State of Minnesota Education secure systems in accordance with the user’s assigned job duties, and will revoke that user’s access when it is no longer needed to perform their job duties.
