Description:
The Financial Report is shown in three sections. The first is the Financial Statement, which shows the budget to actual variances for both revenues and expenditures. The Statement of Position uses projected revenues and expenditures to estimate a fund balance at fiscal year-end, August 31, 2026. The third page is an investment report, which reflects investment balances, interest earned and shows a comparison of our interest rates to market trends.

Description:
Region 18 renewed its property casualty and worker's compensation insurance with TASB for the 2026-2027 fiscal year. Proposal and summary of coverage presented for review.

8.a) Consider Approval of Initial 2026-2027 Budget
Description:
Chapter 8.003(f) of the Texas Education Code requires that the Service Center adopt an annual budget. A detailed budget for 2026-2027 is included for consideration.

8.b) Consider Approval of 2026-2027 Employee Health Benefits and Health Credit Change
Description:
To offset significant increases in medical insurance premiums resulting from high medical claims, Region 18 Education Service Center (ESC) administration requests approval for a temporary, one-year increase to the monthly employee health care credit for the 2026-2027 fiscal year. This adjustment ensures that staff members retain the full value of the 4% of midpoint compensation increase previously approved by the Board in May 2026. The objective is to preserve net take-home pay, rather than fully absorb overall health premium costs.

Description:

Description:
Explanatory Notes for ESC Localized Policy Manual Update 32 as recommended by TASB and approved by Region 18 ESC attorneys are attached for review.
