VII.2. Approve the agreement with Tom Josiah Consulting to prepare the School District’s annual internal financial statements and related schedules, prior to the review of the local auditors, at a rate of $140.00 per hour.

VII.3. Approve the final general fund budget for fiscal year 2026/2027. The proposed final budget has revenues totaling $123,126,818 and expenditures of $123,126,818. The proposed final budget assumes a .6507 mill increase from 32.5341 to 33.1848.

VII.4. Approve the appropriations and expenditures as indicated in the General Fund Budget for the 2026 / 2027 Fiscal Year and levy a tax of 33.1848 mills per dollar of assessed valuation on real estate located within the boundaries of Southeast Delco School District. The tax shall become effective on July 1, 2026.
|
|
VII.5. Approve the enactment of the interim real estate tax for the 2026/2027 Fiscal Year.
|
|
VII.6. Approve the enactment of the 0.5% real estate transfer tax for the 2026/2027 Fiscal Year.
|
|
VII.7. Approve homestead exclusion real estate tax assessment reductions are authorized for the school year beginning July 1, 2025, under the provisions of the Homestead Property Exclusion Program Act (part of Act 50 of 1998) and the Taxpayer Relief Act (Act 1 of 2006), as follows:
1. Aggregate amount available for homestead real estate tax reduction. The following amounts are available for homestead real estate tax reduction for the school year beginning July 1, 2026: Gambling tax funds. The Pennsylvania Department of Education (PDE) has notified the School District that PDE will pay to the School District during the school year pursuant to Act 1, 53 P.S. § 6926.505(b), as a property tax reduction allocation funded by gambling tax funds, the amount of $3,778,374.40 2. Homestead numbers. Pursuant to Act 50, 54 Pa. C.S. § 8584(i), and Act 1, 53 P.S. § 6926.341(g)(3), the County has provided the School District with a certified report listing approved homesteads as follows: Homestead property number. The number of approved homesteads within the School District is 5,989. 3. Real estate tax reduction calculation. Dividing the paragraph 1(a) aggregate amount available during the school year for real estate tax reduction of $3,778,374.40 by the paragraph 2(a) aggregate number of approved homesteads of 5,989, the maximum real estate tax reduction amount applicable to each approved homestead is $ 630.21. 4. Homestead exclusion calculation. Dividing the paragraph 3 maximum real estate tax reduction amount of $630.21 by the School District real estate tax rate of 33.1848 mills, the maximum real estate assessed value reduction to be reflected on tax notices as a homestead exclusion for each approved homestead is $18,991.22. 5. Homestead exclusion authorization – July 1 tax bills. The tax notice issued to the owner of each approved homestead within the School District shall reflect a homestead exclusion real estate assessed value reduction equal to the lesser of: (a) the County-established assessed value of the homestead, or (b) the paragraph 4 maximum real estate assessed value reduction of $ 18,991.22. For purposes of this Resolution, “approved homestead” shall mean homesteads listed in the report referred to in paragraph 2 above and received by the School District from the County Assessment Office on or before May 1 pursuant to Act 1, 53 P.S. § 6926.341(g)(3), based on homestead applications filed with the County Assessment Office on or before March 1. This paragraph 5 will apply to tax notices issued based on the initial tax duplicate used in issuing initial real estate tax notices for the school year, which will be issued on or promptly after July 1, and will not apply to interim real estate tax bills. 6. Approve installment payments of school real property taxes are authorized for the fiscal year beginning July 1, 2026, under the provisions of the Taxpayer Relief Act (Act 1). SOUTHEAST DELCO BOARD OF DIRECTORS
WHEREAS, on June 27, 2006, the Pennsylvania legislature passed Act 1 of Special Session 2006, entitled the “Taxpayer Relief Act” (hereinafter “Act 1”);RESOLUTION REGARDING INSTALLMENT PAYMENT OF SCHOOL REAL PROPERTY TAXES WHEREAS, Act 1 requires school districts of the second, third, and fourth class to provide by resolution for the collection and payment of school real property taxes in installments for certain eligible taxpayers; WHEREAS, Southeast Delco School District (hereinafter “Southeast Delco”) is a school district of the second class; WHEREAS, Act 1 excludes from installment treatment interim or delinquent school property taxes; WHEREAS, Southeast Delco pursuant to Act 1 has decided to authorize the collection and payment of school real property taxes in installments for all eligible taxpayers. AND NOW, on this 25th day of June, 2026, it is hereby RESOLVED by Southeast Delco the following: 1. All taxpayers in the Southeast Delco School District are eligible to pay school real property tax in installments. 2. Taxes shall be paid in no more than three (3) equal installments and according to the following schedule: a. Installment #1 due no later than August 1 and with 10% penalty if received after August 1; b. Installment #2 due no later than October 1 and with 10% penalty if received after October 1; c. Installment #3 due no later than December 1 and with 10% penalty if received after December 1. A taxpayer’s timely payment in full of Installment #1 shall be conclusive evidence of the taxpayer’s intention to pay school real property taxes by installment. 3. A taxpayer’s timely payment in full of Installment #1 shall be conclusive evidence of the taxpayer’s intention to pay school real property taxes by installment. |
