I.D.1) Special Education Related Services Staff Presentation: Stacy Gatz, School Psychologist; Zach Goodman, School Social Worker; Amy Lowrie, Early On and Related Services Supervisor; and Ryan Harp, Assistant Superintendent for Special Education, will provide an overview on the special education related services provided to students in Eaton County during the COVID-19 pandemic.
I.D.2) Eaton RESA Extended COVID-19 Learning Plan: The Superintendent and cabinet members will provide the Board with an update on implementation of the current Eaton RESA Extended COVID-19 Learning Plan and two-way interaction data between staff and students. Reconfirmation of this plan is required under Public Act 149, Section 98a by the Board on a monthly basis, to determine continuation of or modifications to implementation of pandemic learning during the 2020-21 school year.

I.F.2) Extended COVID-19 Learning Plan Reconfirmation: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent is recommending that the Board approve continuation of the instructional delivery models for Meadowview School, Early On, CTE and GSRP as outlined in the Extended COVID-19 Learning Plan dated April 21, 2021, and the Extended COVID-19 Learning Plan Reconfirmation Report dated May 19, 2021.

I.F.3) Second Reading – NEOLA Policy Update Vol. 35, No. 2: Based on review by the Superintendent, the Executive Director of Finance & Operations and legal counsel, the following new and revised policies are being provided for second reading and Board approval, in compliance with various state and federal legislative and regulatory guidance changes. These policies address nondiscrimination, student medical authorizations, criminal justice information security, student records, school safety, food service, wellness, property management and capital assets.

I.F.4) New Behavior/Mental Health Specialist Positions: Based on a recent, unanimous recommendation by the Eaton Superintendent’s Round Table, Sean Williams, Deputy Superintendent, is requesting Board approval for an increase of 3.0 FTEs for Behavior/Mental Health Specialist positions for 2021-22. These positions will complement the current specialists who support K-5 students by focusing new efforts with 6-12 students. The positions will be funded through use of additional Section 31n grant funding awarded by the state totaling $357,100. The positions will work in collaboration with local district and building level administrators/staff as well as with our current specialists and Eaton RESA staff.

I.F.5) 2021-22 Special Education Administrator Agreement with Potterville Public Schools: Ryan Harp, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Potterville Public Schools for the continuation of a 0.5 FTE Special Education Supervisor for the 2021-22 school year in an amount not to exceed $61,867, which will be a bill back to Potterville Public Schools through the Special Education Funding System.
I.F.6) 2021-22 Special Education Administrator Agreement with Maple Valley Schools: Ryan Harp, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Maple Valley Schools for the continuation of a 0.5 FTE Special Education Supervisor for the 2021-22 school year in an amount not to exceed $61,867, which will be a bill back to Maple Valley Schools through the Special Education Funding System.
I.F.7) EDUStaff Agreement Extension: Eaton RESA currently holds a consortium agreement for a substitute system with EDUStaff on behalf of our local districts. The current agreement extension is set to expire as of June 30, 2021, and was developed in conjunction with Ingham ISD, Clinton County RESA, and Shiawassee RESD and their constituent local districts. The impacted districts have collectively reviewed the terms and service performance associated with the current EDUStaff agreement and have agreed to pursue a three-year contract extension with EDUStaff for the timeframe of July 1, 2021, through June 30, 2024. Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute a three-year agreement of the EDUStaff Master Agreement, as presented.

I.F.8) Eaton RESA Five-Year Common Calendar: PA 101 of 2007 requires that the intermediate school district work in cooperation with its constituent local school districts to have the intermediate school district Board of Education adopt a five-year common calendar. Based on expanded implementation of summer programming in our local districts for 2021, Superintendent’s Round Table voted unanimously to revise the 2021-22 common calendar students start date from August 16, 2021, to August 23, 2021. As a result of this action, the Superintendent is requesting that the Board of Education adopt the revised Eaton RESA Five-Year Common Calendar, as presented.

I.G.1) First Reading – NEOLA Policy Update – Nondiscrimination: Based on review by the Superintendent and legal counsel, the following revised policies regarding nondiscrimination are being provided to the Board for first reading to be in compliance with revised federal regulations.
I.G.2) 2020-21 Final Budget Revisions: Tina Monroe, Executive Director of Finance & Operations, will provide information on the final budget amendment for the 2020-21 fiscal year, which will be brought to the Board for approval at the June 16, 2021, meeting.
