I.D.1) Relevant Academy Update: Jennifer Varney, Executive Director, and Leah Fast, Career and College Advisor, will provide the Board with an overview of the EDP process, use, and data that’s being implemented at Relevant Academy.
I.D.2) Technology Department Update: Mike Gorishek, Eaton RESA Technology Director, will provide the Board with an overview of current initiatives being implemented by the Technology Department to support the mission of the District.
I.D.3) Eaton RESA Extended COVID-19 Learning Plan: The Superintendent and cabinet members will provide the Board with an update on implementation of the current Eaton RESA Extended COVID-19 Learning Plan and two-way interaction data between staff and students. Reconfirmation of this plan is required under Public Act 149, Section 98a by the Board on a monthly basis, to determine continuation of or modifications to implementation of pandemic learning during the 2020-21 school year.

I.F.2) Extended COVID-19 Learning Plan Reconfirmation: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent is recommending that the Board approve: 1) implementation of four days/week in-person or virtual learning, based on family preference for all Great Start Readiness Programs; and 2) continuation of the current hybrid instructional delivery models for Meadowview School, Early On and CTE programs as outlined in the Extended COVID-19 Learning Plan Reconfirmation Report dated March 17, 2021.

I.F.3) Eaton RESA Extended COVID-19 Learning Plan Revisions: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent is recommending the following revision that was implemented on March 1, 2021 to the Extended COVID-19 Learning Plan, be approved by the Board as per Board Bylaw 0176: 1) GSRP classrooms returned to the four days/week in-person instruction or four days/week virtual instruction delivery model based on family preference.

This revised plan, based on current COVID-19 data reviewed and MDHHS emergency orders, will effectively address student learning needs as well as maintain the health and safety protocols required in the Return to School Roadmap.

I.F.4) Revisions to Eaton RESA COVID-19 Preparedness and Response Plan: The Superintendent and district administrative team developed the Eaton RESA COVID-19 Preparedness and Response Plan, which was approved by the Board on August 12, 2020 and subsequently revised on October 21, 2020 and January 20, 2021. Based on a review of our current COVID-19 data with the Barry-Eaton Health Department and our administrative team, several revisions are needed to our current Preparedness and Response Plan in Phase 4. This phase allows for in-person instruction for all Eaton RESA student programs, but given current conditions, Meadowview School, Early On and our Career Prep Center programs continue to implement a hybrid blend of in-person and virtual learning that has been in effect since January 11, 2021. Modifications to the Great Start Readiness Program instructional delivery model to provide four days/week of in-person learning is being requested by the Superintendent for Board approval.

I.F.5) Conflict of Interest Request: Amy Lowrie is a Special Education Supervisor for Early On and Related Services, supervising the Speech-Language Pathologists in all five districts. She is a licensed Speech-Language Pathologist. She is requesting Board approval, as per Board Policy 1130, to work outside of her current administrator role and work schedule at Eaton RESA, as a Speech-Language Pathologist, subcontracting evaluation and treatment services through a local private practice, Tara Mahaney, LLC located in Delta Township. While the practice is within the Eaton RESA service area, she would not accept clients who are residents of Eaton County or enrolled in Eaton County School Districts. This subcontractor work would not exceed 40 hours per month, with compensation at a flat rate of $100 per evaluation and $50 per treatment session. She is requesting this for the remainder of 2021, beginning March 18, 2021 through December 31, 2021.
I.G. Information Items
I.G.1) 2021-2022 Proposed Budget Process: Based on statutory requirements, Eaton RESA must provide its proposed general fund and vocational education fund budgets to local district Boards of Education annually for review and action on resolutions to either approve or disapprove each of these budgets. The Superintendent and Executive Director of Finance & Operations, have developed a process and timeline for implementation of these requirements with the 2021-2022 proposed budgets. This timeline will provide sharing of the proposed budget information with the Eaton RESA Board, local district Superintendents and local Board members by May 1, 2021. Local district Board resolutions are due back to Eaton RESA by June 1, 2021.

I.G.2) Draft Strategic Plan Framework for 2021-2026: The Strategic Planning Team has recently completed and analyzed the compiled demographic/outcome data and stakeholder feedback gathered on the current district strategic plan components, which included the mission, vision, beliefs and goal areas. As a result of this work, an initial draft of the 2021-2026 Eaton RESA Strategic Plan will be presented to the Board for discussion and feedback.

I.G.3) Capital Projects Plan: Tina Monroe, Executive Director of Finance & Operations, will share updates to the 10-year capital projects plan that was developed in 2019-20. The plan was developed as a tool to address building improvement needs and provide a schedule so upgrades are completed in a timely manner. The plan also assists in the financial planning of how projects are to be funded.
