I.D.1) Relevant Academy Update: Jennifer Varney, Executive Director, will provide the bi-annual report and will give an update on Relevant Academy’s back to school status regarding the Roadmap to Reopen.
I.D.2) Instructional Services (IS) Update: Sean Williams, Deputy Superintendent, and consultants will provide a brief overview of IS efforts during pandemic learning in support of local districts Return to Learn Plans.
I.D.3) Eaton RESA Extended COVID-19 Learning Plan: The Superintendent and cabinet members will provide the Board with an update on implementation of the current Eaton RESA Extended COVID-19 Learning Plan and two-way interaction data between staff and students.  Reconfirmation of this plan is required under Public Act 149, Section 98a by the Board on a monthly basis, to determine continuation of or modifications to implementation of pandemic learning during the 2020-21 school year.

I.F.2) Extended COVID-19 Learning Plan Reconfirmation: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent in consultation with district administrators, the Barry-Eaton District Health Department and to address alignment with the MDHHS emergency order issued on November 15, 2020, is recommending that the following modifications to the Extended COVID-19 Learning Plan be implemented effective November 19, 2020 - January 8, 2021: 1) the current hybrid instructional delivery model for Meadowview School (two days/week in-person and three days/week remote instruction) transition to full virtual learning; 2) all Eaton RESA operated GSRP classrooms will transition from in-person instruction to full virtual learning; 3) the Early On program will transition in-person services being provided to full virtual services, and 4) all CTE programs that are currently in-person or in a hybrid model will transition to full virtual instruction. The recommended transitions to full virtual learning for these programs is due to: 1) the significant increase in community COVID-19 rates and risk factors associated with in-person instruction; 2) compliance with the guidance issued by MDHHS in the recent emergency orders; and 3) reduced staffing capacity due to quarantine restrictions.

The Board will revisit program implementation of the Extended COVID-19 Learning Plan and relevant data at its regular meeting scheduled for December 16, 2020 to continue, modify or return to in-person instruction with our student programs following the winter break.

I.F.3) Superintendent Evaluation Process/Timelines: The Board will continue to implement the MASB Intermediate School District/Educational Service Agency Superintendent Evaluation tool. As per Board Policy, the Superintendent will have an evaluation conducted by March 15 annually by the Board. The following evaluation schedule is being recommended by the Superintendent for Board approval:
  • 1/20/21 - Regular Meeting: Superintendent self-evaluation, summary of accomplishments and evidence provided as an information item
  • 2/3/21 - Special Meeting: Board will conduct the Superintendent's evaluation in closed session
  • 2/9/21 - Meeting: Board President, one board member and Superintendent will review current Superintendent employment contract and identify needed amendments
  • 2/17/21 - Regular Meeting: Board issues Superintendent's overall performance evaluation rating and considers approval of the Superintendent's contract

I.F.4) Open Meetings Act Resolution: As per the requirements of Public Act 228 of 2020, the Superintendent is requesting that the Board adopt a resolution addressing the various procedural requirements in this statute for remote and in-person meetings conducted under the Open Meetings Act. The resolution and Public Act 228: 1) retroactively and prospectively approves/allows for meetings of public bodies held wholly or partially electronic for any circumstances from March 18 - December 31, 2020; and 2) narrows the scope of electronic participation in meetings of public bodies from January 1, 2021 - December 31, 2021; and 3) further narrows the scope of electronic participation in meetings of public bodies from January 1, 2022 and beyond.

I.F.5) Eaton County Board of Commissioners and the 56th Circuit Court Contract: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute an agreement with the Eaton County Board of Commissioners and the 56th Circuit Court in the amount of $131,500. The funds provide truancy case management for students and families who live in Eaton County. The agreement is from October 1, 2020 to September 30, 2021.

I.F.6) GSRP Agreement with Eaton Rapids Public Schools: Jennifer McCaffrey, Early Childhood Supervisor, is requesting that the Board authorize the Superintendent to execute an agreement with Eaton Rapids Public Schools for implementation of GSRP classrooms with a total allocation of $232,000 from October 1, 2020 to September 30, 2021.

I.F.7) GSRP Agreement with CACS Head Start: Jennifer McCaffrey, Early Childhood Supervisor, is requesting that the Board authorize the Superintendent to execute an agreement with CACS Head Start for implementation of GSRP classrooms with a total allocation of $234,900 from October 1, 2020 to September 30, 2021.

I.G. Information Items
I.G.1) Eaton County Special Education Data Comparison: Ryan Harp, Assistant Superintendent for Special Education, will provide a presentation on the data trends for special education in Eaton County. This multi-year comparison focuses on the overall special education counts and percentages in Eaton County and disaggregation by disability. The presentation includes information on referrals for special education, the source of the referral and the outcome of the evaluation last year.

I.G.2) Strategic Plan Focus Group: Members of the Eaton RESA Board of Education will participate in a facilitated focus group session to provide input and feedback on renewal of the Strategic Plan, to include mission, vision, beliefs, goal and priority areas.
