I.C.1) Regular Meetings: The Regular Meetings of the Eaton RESA Board of Education for 2020-21 shall be held on the third Wednesday of each month, at 6:00 p.m. at the Packard building, unless otherwise noted.
I.C.2) Public Hearing on Budget: The Public Budget Hearing on Budget of the Eaton RESA Board of Education for 2020-21 shall be held on June 16, 2021, at 6:00 p.m. at the Packard building.
I.C.3) Organizational Meeting: The Organizational Meeting of the Eaton RESA Board of Education for 2020-21 shall be held on July 21, 2021, at 6:00 p.m. at the Packard building.
I.D. Designation of Depositories and Authorized Signatures for 2020-21
I.D.1) Current Bank Accounts: PNC Bank, the Michigan Class Investment Pool and Michigan Liquid Asset Fund.
I.D.2) Authorized Signers: The Board President, Board Treasurer, and the Executive Director of Finance & Operations.
I.E. Board Committee Appointments for 2020-21: The Board has established two committees: 1) Finance and Audit Committee and 2) Building and Grounds Committee. Each committee will be comprised of two appointed Board members.
I.E.1) Board President requests two board members volunteer for appointment to the Finance and Audit Committee.

II.A.1) Presentation: Meadowview School Donation from Rieth-Riley: Adam Roberts, Project Manager from Rieth-Riley is presenting a $1000 check to Eaton RESA for use in purchasing new therapy equipment for Meadowview School.

II.A.2) Presentation: Eaton RESA Strategic Plan Progress Update: Members of the district’s Administrative Council will provide the Board with a progress update on the district’s Strategic Plan, goals, and implementation strategies, since the prior update in December 2019. Data available due to the COVID-19 district closure that has been collected to measure progress on goal areas will be shared along with updates on various work and initiatives underway to support goal implementation.

II.B.2) 2020-21 CTE Program Agreement with Potter Park Zoological Society: Michael Reynolds, Career Preparation Center Principal, is requesting the Board to authorize the Superintendent to execute an agreement with Potter Park Zoological Society for the Animal Science and Zoo Management program for the 2020-21 school year at a cost of $106,000.
II.B.3) 2020-21 CTE Program Agreement with Davenport University: Michael Reynolds, Career Preparation Center Principal, is requesting the Board to authorize the Superintendent to execute an agreement with Davenport College for the Business Academy program at a cost of $40,900 and the Game Design and Programming Academy program at a cost of $42,630 for the 2020-21 school year for a total cost of $83,530.
II.B.4) 2020-21 CTE Program Agreement with Olivet College: Michael Reynolds, Career Preparation Center Principal, is requesting the Board to authorize the Superintendent to execute an agreement with Olivet College for the Insurance & Risk Management program for the 2020-21 school year at a cost of $36,000.
II.B.5) 2020-21 Facility Use Agreement with Eaton Rapids Public Schools: Ryan Harp, Assistant Superintendent for Special Education, is requesting the Board to authorize the Superintendent to execute an agreement with Eaton Rapids Public Schools for classroom spaces and custodial services for the Meadowview High School and Post-Secondary Moderate Cognitive Impairment (MOCI) classrooms at Eaton Rapids High School and Union Street for the 2020-21 school year at a cost of $33,600.

II.B.6) 2020-21 Special Education Administrator Agreement with Maple Valley Schools: Ryan Harp, Assistant Superintendent for Special Education, is requesting the Board to authorize the Superintendent to execute an agreement with Maple Valley Schools for a 0.5 FTE Special Education Supervisor for the 2020-21 school year at a cost of $60,865, which will be a bill back through the Special Education Funding System.
II.B.7) 2020-21 Ingham Special Education Service Agreement: Ryan Harp, Assistant Superintendent for Special Education, is requesting the Board to authorize the Superintendent to execute an agreement with Ingham ISD for a 0.6 FTE Deaf/Hard of Hearing (DHH) Consultant and 0.05 Audiologist for the 2020-21 school year at a cost of $52,354.

II.B.8) Eaton RESA Technology Services Agreement Addendum: On February 19, 2020, the Board of Education approved a multi-year Technology Services Agreement with Ingham ISD for an estimated cost of $1,818,340 from July 1, 2020 to June 30, 2023, with renewal options through 2024-25. Given the increased demands for technology leadership, planning and coordination with our local districts, the Superintendent is recommending that the Board authorize an amendment to this agreement to incorporate an additional 0.25 FTE for the Technology Director position, bringing the total position to a 0.75 FTE. This increase in FTE would be an addendum to the existing agreement for an estimated additional cost of $150,345 for July 1, 2020 to June 30, 2023, with renewal options through 2024-25. With the addendum, the total estimated cost of the Technology Services agreement is $1,968,685 for the 3 year time frame.
II.C. Information Items
II.C.1) District Strategic Plan Renewal Process: The current Eaton RESA Strategic Plan will conclude on June 30, 2021. As a result the district will need to implement a review of the current plan and finalize a new or revised strategic plan during the 2020-21 school year. Based on prior Board discussion at the May 20, 2020, regular meeting, the Superintendent, Deputy Superintendent, and Director of Public Relations/Communications have drafted an outline of the proposed Strategic Plan Renewal Process for input and consideration by the Board.
II.C.2) COVID-19 District Closure Executive Summary: The Superintendent recently facilitated an after action review with the District Emergency Operations Team as a result of the district closure from March 16th to June 30th due to COVID-19. The team reviewed a chronology of events, key documents, procedures and policies that were implemented in response to the pandemic and then conducted an analysis of what went well and what could be improved in the future. Based on this after action review, an Executive Summary was prepared by the Superintendent for review with the Board and Administrative Council to inform future actions in response to a pandemic situation and refine district responses as needed for reopening of school this fall.
