Description:  This is a meeting of the Board of Education in public for the purpose of conducting the School District's business and is not to be considered a public community meeting.

Description:  The meeting was noticed by way of publication in the Waterford Post on Friday, October 22, 2021, and by posting in the District Office, at Entrances #1 and #19, and on the District's website. Minutes from the August 23, 2021 board meeting were published in the Waterford Post on Friday, October 1, 2021. These minutes were also published on the District's website.

5.D. WUHS Class of '81 Donation
Description:  The Class of '81 recently celebrated their 40th class reunion and while together, took up a collection to donate monies to the WUHS Alumni Scholarship Fund. Representatives from the class will be at the meeting to present a check to the board.
6. Resident Comments
Description:  At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. Please begin by stating your name and address. It would be appreciated if you would limit your comments to three minutes so that we can keep the meeting moving in a timely fashion and allow others an opportunity to speak. We ask that you remember that Wisconsin law prohibits us from discussing specific employees or their job performance. Thank you for your support of our school district.
7. Information Items
7.A. Student Council Report
Description:  The Student Council Sergeant at Arms will provide an update on the recent activities of various student co-curricular clubs. 
7.B. Transportation Director Report
Presenter:  Larry Kirkley
Description:  Mr. Kirkley, Dousman President, will share his annual transportation report.
7.C. Third Friday Count Report
Description:  The three-year average enrollment used by DPI to allocate school revenues is 1030.  The third Friday count for 2021 was 979 and reflects a decrease of 49 students over 2020.  Enrollment projections continue to be flat or slightly declining before increasing again.  Of interest is Waterford Graded having the largest PreK/Kindergarten enrollment on record.

7.D. Update on Comprehensive Facility Study
Description:  Superintendent Francois will update the board on the community-wide survey implementation and frequently asked questions to date.  As of Friday at noon, 300 surveys are completed.  
8. Items For Board Action
8.A. Certification of Tax Levy 2021-2022
Presenter:  Luke Francois
Description:  The District recommends certifying a tax levy of $9,659,365.  The levy will fund school operations, pay down additional debt obligations, fund the post-employment liability trust, and provide community services. 

The levy is comprised of general operations of $7,913,690, a debt service payment of $1,510,000, and community services of $235,675.   The corresponding mill rate would be $4.15.

8.B. Final Budget Adoption 2021-2022
Description:  The final budget for the 2021-2022 school year reports revenues totaling $25,641,013 and expenditures totaling $24,652,473.  The difference in revenue to expenditures accounts for board-approved funding at the annual meeting for the post-employment trust fund and over-levying the debt service fund to pay down debt to save money on future interest payments.  The District reports a balanced budget for general operations and the community service fund.
