Description:  This is a meeting of the Board of Education in public to conduct the School District's business and not be considered a public community meeting.

Description:  The meeting was noticed by way of publication in the Waterford Post of Friday, December 18, 2020, and by posting in the District Office and on the District's website.

Minutes from the October 26, 2020 board meeting were published in the Waterford Post on Friday, November 27, 2020. These minutes were also published on the District's website.

6. Recognition of State Qualifiers - Wisconsin State Forensics One Act Play Competition

The District would like to recognize the theatre production students involved with the production of "Unmasked." Students involved were: Emma Barnhardt, Rachael Bowen, Kaylee Collins-Perez, Abby Dobbs, Annie Dockstader, Logan Dupont, Cassidy Flintrop, Jon Frenz, Autumn Gill, Colette Goldammer, Gabe Gotcher, Bill Gullifer, Emily Hintz, Chloe Klingsten, Jacob Klingsten, Krista Lirette, Pamela Mettille, Morgan Strimple, Kayla Temple, Noelle Voegeli, Paige Williams, and Logan Windisch 

7. Resident Comments
Description:  At this time, the board would like to invite any audience member to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. Please begin by stating your name and address. It would be appreciated if you would limit your comments to three minutes to keep the meeting moving in a timely fashion and allow others an opportunity to speak. We ask that you remember that Wisconsin law prohibits us from discussing specific employees or their job performance. Thank you for your support of our school district.
8. Information Items
8.A. Student Council Report
Description:  The Student Council Sergeant at Arms will update the recent activities of various student co-curricular clubs. 
8.B. 90 Day Pulse Survey
Description:  The District will summarize the 90-day pulse survey given to students, staff, and parents to receive feedback on hybrid and virtual instruction.
8.C. Virtual Charter School
Description:  Many districts have implemented new virtual learning options for students and families this school year in response to the COVID-19 pandemic. The District understands parents may be interested in continued access to these virtual education options in the 2021-22 school year and beyond.
Given the changes to the education landscape resulting from COVID-19, the DPI has identified paths available for a district seeking to offer virtual options to its students in the 2021-22 school year. The paths available to a district are based on whether the district wants to provide an option that combines in-person and virtual instruction (hybrid model) or provide completely virtual instruction where students will not be physically present within their school district’s boundaries when class is in session. 
Hybrid Option
If a district offers to program with virtual and in-person instructional aspects to an entire school or grade level, resident students and open enrolled students may take advantage of that option moving forward into the next school year. 
Fully-Virtual Option
·A district may opt to provide a completely virtual option for resident students but can’t accept non-resident students through open enrollment into this option unless they operate a virtual charter school.
·If a district wants to offer a fully-virtual option and open enrolled students will be participating in the option without being physically present in the district each day school is in session, the district must create a virtual charter school
Alternatively, a district may opt to join a virtual charter school consortium (another district serves as authorizer). To utilize this option, the district must enter into an intergovernmental cooperative agreement under Wis. Stat. s. 66.0301 with the virtual charter school’s authorizing district. 

The District has investigated the Modern Classroom Project as a resource for developing a virtual charter school.  
The board is presented with the opportunity to discuss the options and to provide the District with direction.
8.D. School Resource Officer (SRO) Position Update
Description:  The District selected Michael May to serve as the next School Resource Officer.  Officer May will begin his tenure after the conclusion of winter break.
9. Items For Board Action
9.A. Instructional Delivery Model Starting Second Semester
Description:  The Board took action to remain in a hybrid instructional delivery model through the end of the first semester.  At this point, the board is requested to take action on the instructional delivery model starting the second semester, January 25th, and remain in hybrid through the end of the third quarter, or April 12th.  The other options available to the board include fully virtual for all students or all students return to school.

On Monday, March 29, the regularly scheduled board meeting would become the next opportunity for the board o take action on the instructional delivery model for the 4th quarter through year's end.  

9.B. WASB State Education Convention Resolutions for Delegate Assembly
Description:  The Board is presented with the opportunity to comment on the WASB resolutions before delegates at the WASB Annual Meeting in January.
9.C. NEOLA Policy Updates
Description:  Attached are various policies that have been recently updated by NEOLA. The policies are now presented to the Board for action following this second reading.
