Minutes from the September 28, 2020 board meeting were published in the Waterford Post on Friday, November 6, 2020. These minutes were also published on the District's website.

5.E. DPI Instruction Special Education Model Forms and Policies and Procedures Manual
Description:  Annually, the District must give notice that the Wisconsin Department of Public Instruction Special Education Model Forms and Policies and Procedures Manual is the Board’s official policy in all practices and procedures relating to the education of children with disabilities in this School District, in compliance with State and Federal laws and regulations.  The Board further assures that all District employees shall comply with the procedures and responsibilities laid forth within this manual as updated periodically by the Wisconsin Department of Public Instruction.  
 
5.F. NEOLA Compliance Officers
Description:  The attached policies have been updated with the names, addresses, phone numbers, and email addresses of the current Compliance Officers, as designated by the District.

6.A. Student Athlete State Qualifiers
Description:  We would like to recognize the following student athletes who qualified for state in their respective fall sports.

6.B. Student Council Report
Description:  The Student Council Sergeant at Arms will provide an update on the recent activities of various student co-curricular clubs. 
6.C. 2019-2020 Audit Report
Description:  Our auditors from Baker Tilly Virchow Krause, LLP have finalized the 2019-2020 audit.  Copies of the financial statements and audit findings are enclosed.

6.D. NEOLA Policy Updates
Description:  Attached are various policies that have been recently updated by NEOLA. These policies will be presented to the Board for action at the December meeting.

6.E. School Board Election Notice
Description:  The District will have two open board positions as Don Engler's and Dennis Purtell's three-year terms will expire in April 2021.  A copy of the Notice of Election is attached as well as the timeline for the Spring Election.

7.A. Employee Handbook Language Section 8, Retirement and Post-Employment Benefits
Description:  Waterford Union High School's Employee Handbook required language updates to clarify post-employment benefits for teaching staff and 12-month employees following the board's approval of a change in May of 2020.
7.B. Waterford Union High School HRA Plan Document
Description:  Under Sections 105(h) of the IRS codes, the District must have an HRA plan document and board resolution to adopt the plan.
7.C. Health Reimbursement Arrangement (HRA) Service Agreement - Retiree
Presenter:  Luke Francois
Description:  An agreement is requested to recognize Diversified Benefits Services, the current vendor administering the District's Flex Spending Accounts, to administer the Health Reimbursement Arrangement (HRA) in the transition to a retiree and beyond.  Administration includes annual statements and reimbursement of claims.

7.D. Resolution approving an OPEB Trust and Custody Agreement with BMO.


 
Description:  The District desires a corporate trustee and custodian for the post-employment trust and names BMO bank as trustee.  The District will make deposits and withdrawals through BMO bank as the trustee.
7.E. Resolution Authorizing the Adoption of the Wisconsin OPEB Trust Investment Advisory Agreement and Appointment of Investment Manager.   
Description:  CESA 6 contracts for services with PMA to invest funds in the Trust.  BMO is the custodian of the trust between the school district and PMA.  The agreement appoints PMA as the investment manager via CESA 6 and assigns BMO as the custodian.
7.F. Investment Policy, Investment strategy, and Custody Consent Letter
Description:  The first attachment is the CESA 6 approved Investment Policy statement, the common policy template used for all participants in the CESA 6 WI OPEB Trust program.
 
The second attachment is used for the investment strategy selection, which is used to document the strategy to move forward. Once in place, only the second document would be used to make any investment changes moving forward. The first and second attachments would make up the District’s Investment Policy Statement for the CESA 6 WI OPEB Trust relationship.   The District recommends the Balanced Growth Strategy.
 
The third attachment is the PMA Custody Consent letter indicating that PMA does not hold the assets' custody. 
 
7.G. Course Proposals for 2021-2022
Description:  Four new courses have been proposed by the following departments: Agriculture, Art, Physical Education/Health, and Science. Information on each of the courses is attached. The courses will be offered starting with the 2021-2022 school year. 
7.H. District Delegate for WASB State Education Convention 
Description:  Each year the District is required to name a board member as well as an alternate to serve as district representation at the 2021 Delegate Assembly.
