Description:
The Lane ESD
Board of Directors has agreed to implement a consent agenda. All items in the consent agenda are adopted
by a single motion unless a member of the Board or the Superintendent requests
that such item be removed from the consent agenda and acted upon separately.
Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda. Back-up materials for consent agenda items are included in the agenda packet as needed. Minutes of this meeting will reflect action on each item. If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda. BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below. (1) Approve Board Minutes of May 24, 2016 (attachment) BE IT RESOLVED that the Board of Directors of Lane ESD approves the minutes of its meeting May 24, 2016, as submitted. (2) Accept Monthly Human Resources Report and Approve Personnel Recommendations (attachment) BE IT RESOLVED that the Board of Directors of Lane ESD accepts the Monthly Human Resources Report dated June 20, 2016. (3) BE IT RESOLVED that the Board of Directors of Lane ESD authorizes Superintendent Larry Sullivan to act on the Board’s behalf as District election authority. In that capacity, the Superintendent may canvass the abstract of votes cast in elections and certify the results of such elections to the Lane County Elections officer. The Board shall subsequently affirm the canvass so certified. BE IT RESOLVED that the Board of Directors of Lane ESD authorizes the following individuals to transfer funds to and from the Local Government Investment Pool: Larry Sullivan, David Standridge, and David Lanza. BE IT RESOLVED that the Board of Directors of Lane ESD authorizes the use of a facsimile signature for the superintendent. BE IT RESOLVED that the Board of Directors of Lane ESD will act as the local public contract review board for Lane Education Service District in accordance with Oregon Revised Statute 279A.060. (4) BE IT RESOLVED that the Board of Directors of Lane ESD approves the official designations for the 2016-17 year, as presented. |

7.A.3. Routine Fiscal Designations for 2016-17

Routine Fiscal Designations
BE IT RESOLVED that the Board of Directors of Lane ESD hereby designates Larry Sullivan as Clerk of the District and Custodian of Funds for the Fiscal Year 2016-17 in accordance with ORS 334.225. BE IT RESOLVED that the Board of Directors of Lane ESD appoints David Standridge as Budget Officer for the District for Fiscal Year 2016-17, in accordance with ORS 294.331. BE IT RESOLVED that the Board of Directors of Lane ESD designates Larry Sullivan as Chief Executive Officer of the Lane Education Service District. As such, he is authorized to bind the Lane ESD for Internal Revenue Service purposes and to designate employees authorized to receive and return information pertaining to the Lane Education Service District (#93-6010866) with respect to all tax forms and for all tax periods. BE IT RESOLVED that the Board of Directors of Lane ESD designates Larry Sullivan and David Standridge as signatory for all district financial accounts for Fiscal Year 2016-17. BE IT RESOLVED that the Board of Directors of Lane ESD designates the following financial institution as official depositories for District funds during the 2016-17 Fiscal Year: United States National Bank, Local Government Investment Pool. In accordance with requirements of Oregon Revised Statute 294.810, the Board authorizes the Superintendent to invest up to $30 million (primary account in the Local Government Pool). BE IT RESOLVED that the Board of Directors of Lane ESD authorizes Superintendent Larry Sullivan to act on the Board’s behalf as District election authority. In that capacity, the Superintendent may canvass the abstract of votes cast in elections and certify the results of such elections to the Lane County Elections officer. BE IT RESOLVED that the Board of Directors for Lane Education Service District hereby adopts the following supplemental budget for the fiscal year 2015-16 which increases the total budget by $660,000 to the sum of $37,136,421.
BE IT RESOLVED that the amounts for fiscal year 2015-16 and for the purposes shown below are hereby appropriated and increase the total appropriation of all funds by $660,000 to the sum of $36,561,421. |

of the Board for 2016-17
Election of Chair and Vice-Chair Under this agenda item, the Board is to elect the chair and vice-chair for the 2016-17 year. The Board will elect one of its members to serve as chair and one to serve as vice chair. No member of the Board may serve as chair more than two years in succession. Election of all officers shall be by a majority of the full Board. All Board members, including the current chair, are eligible for election to the position of chair. All Board members are eligible for election to the position of vice-chair. Following are suggested procedures for nominating and electing the officers: Chair pro-tem, Chris Culver, declares nominations open for position of Board Chair. · Nominations for Chairperson Voting for candidates: If only one candidate is nominated, someone may move that nominations be closed and a unanimous ballot be cast. If more than one candidate is nominated, someone may move that nominations be closed and the vote be taken. It is not necessary to second nominations. Declaration of Election ________________________________________ is elected as Chairperson of the Lane ESD Board of Directors for 2016-17. Nominations for Vice-Chair Voting for candidates: Same as for Chair Declaration of Election ________________________________________ is elected as Vice-Chair of the Lane ESD Board of Directors for 2016-17. |

Technology
Administration Special Education Lane ESD’s program staff in the Comprehensive Services Program, Lane School & Life Skills are provided with annual training in the Mandt System, a comprehensive, integrated approach to preventing, de-escalating, and if necessary, intervening when the behavior of an individual poses a threat of harm to themselves and/or others. The focus of The Mandt System is on building healthy relationships between staff and students in order to facilitate the development of an organizational culture that provides the emotional, psychological, and physical safety needed in order to teach new behaviors to replace the behaviors that are labeled “challenging”. The Mandt System integrates knowledge about the neurobiological impact of childhood trauma with the principles of positive behavior support and provides a framework that empowers staff to do their work in a way that minimizes the use of coercion in behavior change methodologies. Lane ESD’s Mandt trainers include Behavior Consultants’; Bill Weinman, Rachel Gibbons, Ryan Stanley and Tamara Duvall. In addition to training Lane ESD staff, Mandt trainings are offered to staff in local districts upon request. These trainers’ dedication to providing multiple trainings is highly valued and greatly appreciated. Kudos to: The rest of the Tech Staff, all of them!
