As the referendum funded facility improvements continue to develop, construction and budget updates will routinely be presented.  The attached update was presented at the previous Committee of the Whole meeting.

At the January Education/Operations Committee Meeting, Chief Finance and Business Services Officer, Bob Tess presented a summary report presenting all legal counsel expenses incurred during the second quarter of 2022-2023. The report is broken down by law firm and by type of legal advice sought. This is a written report that requires no action.

As referendum projects for each facility reach the end of the design phase (95% completion), the Board will see the designs and budget, and be asked to consider approval of these plans to be issued for bidding.  Here 95% complete designs are being shared for High School Athletics, Phase One, and the Board is being asked to consider approval for use in soliciting competitive bids.

In the continuing exploration of the possible restructuring of the Wausau School District, Administration will offer answers to several recent questions proposed by the Board.

When building a road intended to be turned over to the City of Wausau at the end of construction, the City of Wausau typically engages the developer, in this case the WSD, in an agreement that outlines the specifications of the road.  Such an agreement also defines the utilities as well as the financially responsible parties to ensure all parties are in agreement and the road is built meeting the City of Wausau requirements.  This ensures a smooth transition at the conclusion of construction, allowing the City to accept ownership without exceptions. The attached draft substantially illustrates the intended agreement. If substantial changes arise before final agreement, Administration will bring the agreement back to the board.

Annually, a Three-Year Capital Improvement Plan is submitted to the Board of Education for approval.  At the January Education/Operations Committee Meeting, Larry Cihlar, Director of Building and Grounds, will review notable projects recently completed as well as the effect of alternate funding sources to provide context for the upcoming planned capital improvements.  The projects planned for 2023-2024 are provided on the final page.
