5.A. Consider All Matters related to Financial, including but not limited to reports, finances, and/or proposals.

5.A.1. Budget Workshop Session 1: Conducted for preliminary budget development. This is the first of four budget work sessions scheduled.
|
|
5.A.2. Review Budget Priorities: Initial budget planning for 2020-2021 has begun. Preliminary revenue projections and budget allocations have been determined.
|
|
5.A.3. 2020-2021 Employee Compensation Plan: The 2020-2021 Compensation Plan includes a proposed increase for each pay grade and teacher hiring schedule. CISD has been working with TASB on the salary study for the 2020-2021 compensation which began on December 17, 2019. TASB compares CISD salaries with the market salaries among Region 11 districts rather than comparing CISD to other districts in similar size across the State of Texas. The reason for this approach is due to the fact CISD is competing against districts from Region 11 (Ex: Arlington ISD, Fort Worth ISD, Everman ISD, etc.) versus districts from across the state. Through exit interviews conducted by Human Resources, those choosing to leave CISD, former employees have indicated higher pay in surrounding districts is a major factor as to why they choose to leave.

5.B.1. CISD Academic Planning Guide: Additions to the 2020-2021 Academic Planning Guide will be shared with the Board of Education in the form of additional elective opportunities for students at Castleberry High School.

5.B.2. GPA Adjustments with the high school portal of the NCAA Clearing House: Approve changes to Castleberry High School’s GPA information regarding the high school grading scale for submission to the National Collegiate Athletic Association (NCAA) Eligibility Center for student-athletes who plan to enter colleges or universities who are members of the NCAA.

5.B.3. Summer School Program Offerings: An overview of the Summer school programs and enrichment opportunities for CISD students in grades PK-12 that will be offered to students over the summer of 2020.
|

5.B.4. Acceleration in Math for Academic Advancement: Lee Ann O’Loughlin, Advanced Academic Coordinator, will present a brief overview of the recommended Math Acceleration Program for 2020-2021.

9.A. Consider Approval of Board Minutes from February 10, 2020, for a Regular Meeting, February 17, 2020, for a Special Meeting, and March 2, 2020, for a Special Board Meeting.

9.B. Consider Approval of the Expenditure Report for the month of February 2020: The attached schedule lists all checks written for the month of February 2020.
|
|
9.C. Consider Approval of Board Policy Audit Review of Local Policies: Presented for approval are the revised DBAA(LOCAL), EIA(LOCAL), EIC(LOCAL), EMB(LOCAL), and EMI(LOCAL) policies.
|
|
9.D. Consider Approval of Policy Update 114: Presented for approval is the TASB Board Policy Update 114 which includes twenty proposed local board updates.
|
|
9.E. Consider Approval of the purchase of Student Devices: The Technology Operations Department recommends purchasing 700 student 1-to-1 devices, 140 classroom set devices, protective cases, and classroom charging stations for a total price of $237,360.58. This amount reflects the pricing of the State of Texas Department of Information Resources Contract (DIR) for Apple and Dell, and The Interlocal Purchasing System (TIPS) contract for M&A Technology. DIR and TIPS pricing meet competitive bidding requirements for government and education technology solutions. Purchase recommendation is to be made from the Student Notebook Replacement Plan fund set aside during the budget process.

10.A.1. Consider Approval of New Hire Contract Recommendation: There are no contract recommendations for this meeting as of February 28, 2020.

10.B.1. Consider Approval of Budget Amendment: Displays any necessary budget amendments that should be made due to spending patterns. By law, the District may not exceed the budget amount within “Function” code without prior approval of the Board. Fund 199 (general fund) local revenue is increased by $300,000 and state revenue is decreased by $300,000. Fund 240 (child nutrition) revenue is increased by $380,000 and Fund 240 (child nutrition) Function 35 is increased by $508,000. Assigned fund balance would be decreased by $128,000 to fund the excessive spending plan required by TDA.

10.C.1. Consider Approval of Purchasing Technology Equipment in the amount of $68,690.00 for Phase 4 of the Irma Marsh Renovation Project. The Technology Operations Department is recommending the purchase of technology equipment including, BenQ interactive flat panels, wireless access points, A/V extenders, and CCTV Cameras for an estimated price of $68,690.00. Funding sources will include the annual Technology Replacement Plan and funds set aside during the budgeting process for IMMS construction.

Discussion of Field Turf Installation at Irma Marsh Middle School Installation of Field Turf at Irma Marsh Middle School from Paragon Sports Company (Purchasing Cooperative: Buyboard) in the amount of $1,118,228. The scope of work scheduled to be completed and funds expended through the 2020-21 school year.

12.A.1. Review Mid-Year PEIMS Data Report: The Mid-Year PEIMS Report was submitted successfully.

12.A.2. The Castleberry Athletic Department received a donation totaling $2,123.40 from the Castleberry Athletic Booster Club to help with golf bags for the golf program.

12.A.3. The Castleberry ISD Special Education Department received donations of gift certificates and items totaling $128.00 in February from various community businesses. Appreciation letters from Lynn Jameson are attached.

12.B.1. Capital Improvements Projects Update (2019-20): The Projects Report reflects work scheduled to be completed and funds expended through the 2019-20 school year.

12.B.2. Consideration of HVAC Agreement with McKinstry Engineering Company: Consider future HVAC replacement units and scope of worked associated with McKinstry. The scope includes: design build, constructing, operating, and warranting all HVAC units within the Castleberry ISD Master Plan. This allows the district to save monies on labor, construction, and maintenance costs.

12.C.2. Follow Up TEA ESL Waiver and Bilingual Exception Report: A follow up from the November 4, 2019, report by Dr. Martin will provide a program update regarding the ESL waiver request for non-ESL certified teachers submitted by CISD for the 2019-2020 school year.
