2. Public Comment:

Comments are limited to five (5) minutes per speaker. The speaker will be informed when he or she has one (1) minute remaining. No more than five (5) persons will be allowed to speak on any side of an issue, nor shall the time per subject exceed thirty (30) minutes. Delegations of more than five (5) persons shall appoint one person to present their views to the Board. Public comment shall not be used for personal attacks by the speaker against Board members, District employees, or students. Speakers who engage in personal attacks, or use insulting, profane, threatening, or abusive language during any Board meeting shall be ruled out of order by the presiding officer and may be escorted from the Board meeting room by District peace officers or security staff. Any concerns or complaints regarding employees, public officials, students, or parents must be resolved via the appropriate complaint process, as stated in BED (LOCAL). Pursuant to 551.042 of the Texas Government Code, no Board Member or Administrator may respond to a member of the public, unless such response is a recitation of District policy or a statement of specific factual information.

3.A. The Board of Managers will hear a presentation regarding the 2017-2018 Performance Based Analysis and Monitoring System Report.

3.B. The Board of Managers will hear a presentation of the Schools of Innovation Proposals for Memorial High School, Kennedy High School, Fine Arts Academy, Cisneros Elementary, H.B. Gonzales Elementary, and Perales Elementary.

3.C. The Board of Managers will hear presentations from campuses: Las Palmas Elementary - Ms. Monica Munoz, Principal and Gus Garcia Middle School - Ms. Pamela Reece, Principal.

3.D. The Board of Managers will hear a presentation regarding Lone Star Governance: October Goal Progress Measure Presentation and the October Quarterly Board Progress Tracker.

4. Consent:

4.A. Consideration and approval of the Lone Star Governance Quarterly Board Progress Tracker for Quarter 1 – April 2017, Quarter 2 – July 2017, and Quarter 3 – October 2017.

4.B. Consideration and approval of the 2017-2018 District Improvement Plan.

4.C. Consideration and approval of the Instructional Resources Selection Committee for Proclamation 2018 that include Social Studies - Special Topics in Social Studies.

4.D. Consideration and approval of the Learning A-Z contract for online reading licenses and Spanish Guided Reading Sets for all ten (10) elementary campuses, not to exceed $85,667.13.

4.I. Consideration and approval to renew Scantron Analytics licenses, services, and transition to the updated platform in an amount not to exceed $82,100.

4.J. Consideration and approval of services with TASB Risk Management Fund for review of workers compensation claims, cost containment services, and loss prevention services for the 2017-2018 school year.

4.K. Consideration and approval of the revised policy BE (LOCAL) - Board Meetings.

4.L. Consideration and approval of the Board Operating Procedures.

4.M. Consideration and approval of the TASB Culture of Voting Resolution.
