Description: 

During a special meeting of the Board of Trustees, time is set-aside for those who desire to address the Board regarding only those items on the agenda. Persons who wish to participate in this portion of the meeting shall sign up using the audience participation form and shall indicate the agenda item which they wish to speak. No presentation shall exceed three minutes. Delegations of more than five persons may be asked to limit their presentations to allow for each person to represent their views. The Board will listen to your comments and may ask clarifying questions. Should there be a speaker who has registered to speak to multiple agenda items, the Board President shall direct the speaker to consolidate his or her comments for which he or she has registered and the speaker shall be given a total of three minutes to make his or her consolidated comments.  The president may interrupt or terminate an individual’s statement when it is too lengthy, repetitive, or obscene.  Please present this form to the Secretary, Superintendent, or Board President prior to the audience participation portion of the meeting.

Description:  I recommend approval of the August 10, 2026 minutes as presented.

Description:  Emergency remediation measures were required at Westwood Elementary to address environmental conditions and return the campus to a safe and appropriate learning environment.  The emergency work included the following:

• Remediation and treatment of affected areas for mold and microbial growth
• Deep cleaning and sanitation of the campus
• Cleaning of air ducts and HVAC-related systems
• Installation of new carpet throughout the campus
• Installation of Extreme Microbial units within the HVAC system to support ongoing air-quality and microbial control
• Removal and disposal of affected library books and materials

The emergency remediation and restoration work was completed by Texas General Contractors for a total cost of $1,301,617.56. The work was authorized as an emergency expenditure to restore the campus to normal operations. The remediation and restoration work was funded with the capital projects fund.

Description:  Leonel Lopez III has more than 25 years of experience in operations, maintenance, construction, and capital project management. He currently serves as Plant Manager for Resin Solutions, overseeing a 23-million-pound manufacturing facility, a $25 million annual operating budget, and a team that includes operations, maintenance, engineering, quality, and support staff. He has a strong background in improving reliability, efficiency, safety, and overall operations. In previous roles with TotalEnergies and Total Petrochemicals & Refining, he managed multi-site capital projects totaling approximately $15 million annually and led contractor teams of more than 200 employees. He holds a bachelor's degree in Construction Management from the University of Houston and is a Certified Associate Constructor.

Description:  The Board of Trustees and Superintendent will participate in required Team of 8 and Evaluating and Improving Student Outcomes (EISO) training facilitated by Region 4 Education Service Center.
