1. CALL TO ORDER
Discussion:
Mr. Benedict called the meeting to order at 6:00 PM.

Discussion:
A quorum was present. All members were present.

Discussion:
Mr. Fryer gave the invocation and led the pledges.

Discussion:

Discussion:
There was no public comment.

4. ACADEMIC UPDATE / CAMPUS PRINCIPAL REPORTS
Discussion:
The campus principals or assistant principals gave their academic updates and campus reports. Junior High principal Cari Martin, who will be retiring at the end of the school year but is stepping away to help care for her father, thanked the board and the district for her years in Fairfield.

6.a. Consideration & Possible Approval of Library Book Purchases
Discussion:
The board approved the purchase of new books for the junior high and high school libraries, totaling $4,960.48.

6.b. Consideration & Possible Approval of TSTC Dual Credit MOU for 2026-27
Discussion:
The board approved the TSTC Dual Credit MOU for the 2026-27 school year.

6.c. Consideration & Possible Approval of SB 11 Language
Discussion:
The board voted to decline the language of SB 11 regarding prayer in schools. The language of the bill would severely restrict students' ability to assemble in organized prayer and prayer-related activities than what we currently have in place and would create many administrative regulations as part of the bill. Currently, our students can choose to pray or read the bible or other religious texts, prior to school, during lunch, after school, and during any breaks. We also have a moment of silence each day on each campus where a student can choose to pray.

6.d. Consideration & Possible Approval of SB 546 Requirements
Discussion:
The board voted that our budget does not permit us to retrofit our older route buses (2017,2018, 2019 models) with 3 point seat belts as required by SB 546. FISD will continue to purchase buses equipped with these seatbelts as we purchase new ones.

6.e. Consideration & Possible Approval of Resolution for Wage Payments for Bad Weather Days
Discussion:
The board approved the resolution that will pay staff members when we closed for the ice days on January 26th & 27th. The only employee group that was required to come in was our maintenance department staff to ensure our buildings were not damaged by the freeze and to make sure they were safe for students and staff to return.

6.f. Consideration & Possible Approval of Geotechnical Firm for 2025 Bond Project.
Discussion:
The board approved ETTL as the most qualified Geotechnical firm to perform boring and testing related to the 2025 Bond projects.

6.g. Consideration & Possible Approval of Posting for Project Manager Position for the 2025 Bond Projects.
Discussion:
The board approved the posting of a Project Manager position to oversee the construction of the 2025 Bond projects.

6.h. Consideration & Approval to Call Trustee Election for May
Discussion:
Mr. Benedict's and Mr. Fryer's terms are expiring in May, and we currently have three people signed up to run for the May 2nd board of trustees election.

7. SUPERINTENDENT'S REPORT
|
|
7.a. Enrollment & Attendance
Discussion:
Mr. Craig gave the board an update of the district's current enrollment (1536) and the district's current attendance percentage (97.38). Dr. Moore informed the board that the district's TIA data validated and that six FISD teachers earned TIA status. She is working with staff members from each campus to make adjustments to the TIA plan for the 2026-27 school year and we expect more teachers to qualify as we move forward. Dr. Moore also gave a presentation on the 2024-25 TAPR report.

8. CLOSED SESSION - The board will conduct a closed meeting in accordance with the Texas Open Meetings Act, Texas Government Code, Chapter 551, Subchapters D and E.
Discussion:
The board moved into closed session at 7:25 PM. The board reconvened into open session at 8:48 PM.

9.a. Consider Personnel - Recommendations and Resignations Accepted by the Superintendent
Discussion:
Mr. Craig announced that he has accepted retirement letters from Dennis Johnson (HS teacher/coach) and Cindy Kirgan (HS counselor) and resignation letters from elementary teachers Brittnie Schneider and Casandra Crowley.

9.b. Consideration & Possible Approval of Administrator Contracts for 2026-27
Discussion:
The board voted to approve the administrator contracts of Rick Hartley, Dr. Kelli Moore, Sonya Gibson, Shetonia Scires, Kelly Walters, Rick Frauenberger, Rachael Pawlik, Dee Ferguson, and Angela Russell through the 2027-28 school year. The board also voted to extend the contracts of non-certified administrators Sharon Gibson, Lisa Tate, Arland Thill, Crystal Thill, and Tammy Gawryszewski through the 2026-27 school year.
The board voted to approve the contracts of the Freestone-Navarro Bi County Special Education Cooperative director, Jennifer Copeland, and deputy director, Jill Merrick, through the 2027-28 school year. |
